COUNCIL MEETING MINUTES
MARCH 5, 2015
Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Dale Hinderaker, Brad Drenckhahn, and Sara Durhman. Absent: Tina Hostager. Others present: City Administrator Neil Jensen, Public Works Director Mike Olson, City Accountant Kim Simonson, Police Chief Pat Callahan, Community Development Director Dan King, Library Director James Hill, Sandy Hadler, Brian Haugen, Gene Leifeld, John Breene (DFA), Attorney Kenneth Bayliss, and NewsRecord reporter Tawny Michaels.
The meeting opened with the Pledge of Allegiance.
AMENDMENTS/ADOPTION OF AGENDA
Motion Hinderaker, second Drenckhahn to adopt the agenda. Approved 4-0-0.
Motion Hinderaker, second Drenckhahn, to approve the regular City Council meeting minutes of February 19, 2015 with correction to item 8E. Approved 4-0-0.
Motion Hinderaker, second Durhman to approve the accounts payable of $110,541.40.
8-A. Zumbro River Improvement MN DNR Conservation Legacy Program Grant
Council was presented with a map outlining some projects to improve the Zumbro River and make the river more accessible from Covered Bridge Park. The Park Board discussed the improvements and has approved partnering in a grant proposal with Goodhue County Soil and Water to improve the river bank from the Highway 58 Bridge to the campground. It would involve some tree removal, bench grading and river improvements to encourage fish habitat. The project is estimated to cost $80,000 and the City participation would be 10% (which could be “in-kind”). The applications are due this fall and the project, if awarded, would be in 2016. The Council was enthusiastic about the project. Motion Durhman, second Hinderaker to support the Zumbro River Improvement MN DNR Conservation Legacy Program Grant. Approved 4-0-0.
8-B. Trail Head on Kalass Property
City staff presented a request to apply for a MN DNR Outdoor Recreation grant for a trailhead facility on the former Kalass property. The maximum grant award is $100,000 with a 50% match requirement which can be in-kind. The application should be done in a few weeks. Motion Hinderaker, second Durhman to approve Resolution 2015-03 supporting the Application to the Minnesota Department of Natural Resources Outdoor Recreation Gran Program Application for the Development of a Trailhead for the Existing Goodhue Pioneer Trail. Approved 4-0-0.
8-C. School Resource Officer
The School Board is interested in a SRO. The School would pay 75% of the officer cost, the City 25%. A contract needs to be put together with the school district. The School Board will need to be involved in the hiring process and the SRO could come from within the department or be hired outside of the department. Motion Drenckhahn, second Durhman to have staff prepare a School Resource Officer contract. Approved 4-0-0.
8-D. (Closed Session) Pending Legal Action Dairy Farmers of America vs. City of Zumbrota
Motion Hinderaker, second Durhman to move pursuant to Minnesota Statute 13D.05, subdivision 3(b) to close the meeting to have an attorney/client meeting with the city’s attorney, Kenneth Bayliss, to discuss the pending legal action against the city in the case of Dairy Farmer of America v. City of Zumbrota. Approved 4-0-0.
The meeting was closed at 6:19 pm
The Zumbrota City Council meeting was reopened and adjourned at 6:50.
