MARCH 19, 2015

6:00 P.M.



Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Rich Bauer; Council members Dale Hinderaker, Brad Drenckhahn, Tina Hostager and Sara Durhman.   Others present: City Administrator Neil Jensen, Public Works Director Mike Olson, City Accountant Kim Simonson, Police Chief Pat Callahan, Community Development Director Dan King, Library Director James Hill, Sandy Hadler, Brian Haugen, John Breene (DFA), Howard Ayen, Darrel Leonard, Valerie Leonard, and NewsRecord reporter Tawny Michaels.  


The meeting opened with the Pledge of Allegiance.



Motion Hostager, second Durhman to adopt the agenda.  Approved 5-0-0.



Motion Hinderaker, second Durhman, to approve the regular City Council meeting minutes of March 5, 2015.  Approved 4-0-1 (Hostager abstaining).



Motion Hinderaker, second Drenckhahn to approve the accounts payable of $30,604.10.

Approved 5-0-0.






Unfinished Business:



8-A.  2014 Annual Police Report

Chief Callahan presented the annual report to the Council.  He noted theft related crimes make up a substantial portion of calls.  He also stated alarm calls have been increasing which may necessitate conversations with business owners on their alarm procedures.  He took the opportunity to praise his officers on some felony drug cases they have been working on. 


8-B.  Sale of Forfeited Vehicle

Chief Callahan asked the Council to approve offer of a forfeited 2000 Chevy Suburban on the Minn Bid online auction service.  Motion Hostager, second Hinderaker to approve the sale of the forfeited vehicle on Minn Bid.  Approved 5-0-0.


8-C.  Sealcoat Project Approval

Olson had put together a list of areas needing seal coating.  Municipal parking lots were included in the areas and Olson is estimating the cost should be approximately $50,000.  Motion Hinderaker, second Hostager to direct Olson to go out for bids for the sealcoat project.  Approved 5-0-0.


8-D.  Tobacco License Approval Leonard’s Corner Shell

Matthees Midtown has been sold and the new owner has applied for a cigarette license.  Motion Hinderaker, second Drenckhahn to approve the tobacco license for Leonard’s Midtown Corner Shell and be prorated until December 31, 32015.  Approved 5-0-0.


8-EResolution 2015-03 VFW Post 5727 Pull Tab Application (Guilty Goose)

The VFW would like to sell pull tabs at The Guilty Goose.  Motion Drenckhahn, second Hinderaker to approve Resolution 2015-03 VFW Post 5727 Pull Tab Application (Guilty Goose).  Approved 4-0-1 (Durhman Abstaining).



City Administrator Neil Jensen:

Said the Fire Board Pumper Truck had been sold to the Fire Department in Goodwin, South Dakota.  The Council will be seeing a bid for the new water controls at the next meeting.  He also spoke about crosswalk concerns on Main Street.


Council Member Brad Drenckhahn:

Reported he had been at a CHI meeting and one of the concerns brought up was there was no place for youth in town.  He said the youth will be putting together a survey to determine needs and may present it to the Council at a later time.


Council Member Dale Hinderaker:

Said the EDA has approved a forgivable loan program for businesses and will be bringing it to the next City Council meeting for review. 


The Zumbrota City Council meeting was adjourned at 6:27 p.m.
