CITY OF ZUMBROTA

COUNCIL MEETING MINUTES

OCTOBER 15, 2015

6:00 P.M.

TOWN HALL

 

Pursuant to due call and notice thereof, Mayor Richard Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Council members Brad Drenckhahn, Dale Hinderaker, Sara Durhman, and Tina Hostager.   Others present: City Administrator Neil Jensen, Police Chief Pat Callahan, City Accountant Kim Simonson, City Attorney Matt Rockne, Community Development Director Dan King, Public Works Director Mike Olson, Library Director James Hill, Sandy Hadler, Brian Haugen, and Tawny Michels

 

The meeting opened with the Pledge of Allegiance.

 

AMENDMENTS/ADOPTION OF AGENDA

Motion Drenckhahn, second Durhman to adopt the agenda.  Approved 5-0-0.

 

MINUTES

Motion Hinderaker, second Drenckhahn, to approve the meeting minutes of October 1, 2015.  Approved 4-0-1 (Durhman abstaining).

 

ACCOUNTS PAYABLE

Motion Durhman, second Hinderaker to approve the accounts payable of $26,174.92.

Approved 5-0-0.

 

PUBLIC COMMENT

 

PUBLIC HEARINGS/MEETINGS

 

Unfinished Business:

7-A.  Solid Waste Contract Bid Specification Approval

As directed, Staff had refined the bid request for the solid waste contract.  Jensen explained contractors would be bidding on the same contract the residents have now with the same services and the refined contract had added free pickup of trash for the Fire Hall and Ambulance Garage.  City Attorney Rockne brought up the current ordinance limits haulers to one only for the City.  If the contract is changed to allow two commercial haulers the ordinance will have to be revised.  Hinderaker said he liked the breakouts requested for what the costs comparisons would be between allowing the contractor to dump at his disposal of choice versus the Red Wing incinerator.  Currently Goodhue County is considering mandating all Goodhue County waste haulers dump at the Red Wing Incinerator.  This would bring up all kind of issues such as who would set the rates and how would improvements at the incinerator be financed.  Motion Hinderaker, second Durhman to direct City Staff to send out bid specifications and bidding sheets

 

NEW BUSINESS:

8-A.  One Day Liquor License Zumbrota Health Services

Zumbrota Health Services will be having a fund raising dinner and has requested they be allowed a one day liquor license.  Motion Hinderaker, second Drenckhahn to approve a one day liquor license for Zumbrota Health Services.  Approved 5-0-0.

 

8-B.  Pressure Washer Purchase

Olson asked the Council for approval to purchase a pressure washer to help out with winter thawing of storm sewers and gate valves.  In the summer it would be used to wash equipment.  Currently Public Works has to rent a machine or borrow one from a neighboring community.  In emergency situations this wastes a lot of time.  Olson presented the following two quotes:

                                                Express Pressure Washer                       $7,113.00

                                                Alkota Hot Water Power Sprayer           $7,285.00 

Motion Drenckhahn, second Hostager to accept the bid of Express Pressure Washer for the cost of $7,113.00.   Approved 5-0-0.

 

8-C.  Culvert Repair Approval

The storm water pond behind Water Filters Direct and Midwest Fabrication and Supply needs work done around the inflow apron.  The heavy rains this summer washed and undermined the apron.  Motion Drenckhahn, second Hinderaker to approve $4,700 for Schumacher Excavating to repair the culvert.  Approved 5-0-0.

 

Reports:

City Administrator Neil Jensen:

Said a resident on 435th Street requested a speed limit sign of 30 mph on 435th Street.  Staff will check into the possibility and will keep Council updated.

 

Public Works Director Mike Olson:

Reported that WHKS has been surveying for the sewer pipe project.  He also said the water controls are progressing.

 

Police Chief Pat Callahan:

Informed the Council the 2013 Squad had hit a deer and was in the process of being repaired.  He will be bringing quotes for a 2016 squad to the Council soon.  He also reported the part time police officer force had gone from six to three.

 

Mayor Rich Bauer:

Said there was an October 6th meeting with MNDOT representatives regarding the 2017 Highway 58/Highway 52 bridge.  Approximately 11,600 cars use that bridge daily.  MNDOT will try to keep the existing bridge open as they build the new bridge.

 

Council Member Dale Hinderaker:

Stated he had attended the SE Minnesota Health Policy Summit.

 

The Zumbrota City Council meeting was adjourned at 6:32 p.m.
