CITY OF ZUMBROTA CITY COUNCIL MINUTES

SPECIAL MEETING   APRIL 9, 2001    TOWN HALL

ANNUAL BOARD OF REVIEW     7:00 P.M.

 

Pursuant to due call and notice thereof this special meeting of the Zumbrota City Council was called to order by Mayor Rich Bauer at 7:00 p.m.  PRESENT:  Councilmembers David Benson, Betty Jo Grothe, Sue Lewison, Deb Wilkinson.  Others present:  City Administrator Ron Johnson, Goodhue County Assessor Brad Johnson, Goodhue County Appraiser Peggy Trebil, and a few members of the public.

 

Brad Johnson explained the assessment process, stating that every year approximately 25% of the city is reappraised.  Their goal is to have their appraisals be at full market value, and State Statute mandates that they be at least 90% (but no more than 105%) assessed value to sales amounts for a district, or they will order changes.  Johnson stated that the area reviewed in 2000 was only at 84.6% so the following adjustments were made:  10% increase in the area to be done in 2002 and a 5% increase in the 2003 quartile.  Johnson also stated that they had to raise the Jefferson Drive/Northstar Drive commercial land values considerably.  They also adjusted the land values of the main downtown due to sales prices- generally about 15% on land value.  Johnson had submitted a letter to Council to explain said adjustments.  Johnson discussed valuations with the following residents:

 

Milan Nemec, 230 West 5th St- Valuation increased from $90,000 to $113,800.  Comparable sales were looked at.  No action recommended or taken.

 

Duane and Alice Finstuen, 895 Pleasant-  Valuation increased from $124,400 to $136,900. Comparable sales were looked at.  No action recommended or taken.

 

Elmer Boller, 325 E 11th St- Questioned square footage listed on his property card. The Assessor’s office offered to visit Mr. Boller and measure house.

 

Bill and Carol Higdon, 645 Lincoln Ave-  Commented that they had no problems with valuation after Assessor's explanation.

 

Leah Wichmann, 455 Sequoia Lane-  Her newly constructed home (including lot) was assigned a value of $188,200, which was more than she paid to construct the home and purchase the lot.  The Assessor's office had tried, unsuccessfully, to visit the home earlier, and stated they would call Ms. Wichmann to set up an appointment to review her home.

 

The following property owner, not in attendance, expressed his concern via Councilmember Wilkinson:

Don Lochner, 365 E 13th St- Questioned valuation of $307,100.  It was noted that this amount has been in place since the 1998 valuation.  It is located in an area that will be reappraised next year. No action recommended or taken.

 

Mayor Bauer adjourned the meeting at 8:00 p.m.
