Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at PRESENT:Mayor Bauer, Councilmembers Willard Eberhart, Betty Jo Grothe, Doug Borgschatz, Michael Feil. Others present: City Administrator Neil Jensen, City Accountant Kim Simonson, Public Works Director Rick Lohmann, Police Chief Gary Selness, Reporter Sandy Hadler, Jim Wedge, Conway Jacobson, Brian Haugen, Paul Qualy.
The meeting opened with the Pledge of Allegiance.
AMENDMENTS/ADOPTION OF AGENDA
Motion Grothe, second Eberhart, to adopt the agenda as amended.Carried 5-0-0.
Motion Eberhart, second Feil, to approve the regular meeting minutes of 12/15/05. Carried 5-0-0
Motion Borgschatz, second Grothe to approve the accounts payable of$770,850.17.Carried 5‑0‑0
Paul Qualy made the following comments in regards to the public infrastructure fee.He stated that the low income citizens if petitioned to the council could have the infrastructure fee waved. This would keep the council in touch with the least advantaged.He also suggested to the council that with the upcoming election that the city should implement a tax on all political campaign advertising.
Mayor Bauer reported that the temporary injunction filed by Officer Collette against his lay-off has been denied by Goodhue County Courts on January 17th, 2006.There was a meeting with Union Local 320 of the police department to discuss the union negotiations.Mayor Bauer stated that the police budget is a concern and that with the increased spending beyond our control in early fiscal year 2006the police department will need to stay on track with the current budget.The police committee will be meeting again on a regular basis and will start on February 2nd, 2006.
8-AViolence Prevention Month Proclamation
Mayor Bauer proclaimed the month of February, 2006 as Stop the Violence Month as requested by the Stop the Violence Committee.

City Accountant Kim Simonson:
City Accountant Kim Simonson reported that the W-2’s and 1099’s were done and sent out.
Public Works Director Rick Lohmann:
Public Works Director Rick Lohmann reported that the touch pads for the water meters work good.Rick Lohmann also reported that at the last snow fall 81 warning parking tickets were issued.
Police Chief Selness:
Chief Selness reported that a citizen comment card is in the councils mailbox and that he will start randomly distributing them to the public they have contact with.
Mayor Bauer reported that he attended the annual Fire Board meeting and the dues are increasing 7.5%.
Councilmember Eberhart has requested that staff advertise the new infrastrucure fee that will be implemented in the near future.This will make the residents aware of the fee and maybe reduce the calls that come into the office.
Police Chief Selness, City Accountant Simonson left the meeting at this time
7-BEngineering Service Interviews:
The council interviewed the following firms for engineering services Yaggy / Colby, Community Partners, QED Engineering, WHKS Engineering and I&S Engineers.Each interview was scheduled for 30 minutes and the council will decide at the next scheduled council meeting the engineering firm that will represent the city.The council dicussed the 2005 Reconstruction project and if Yaggy / Colby would best be suited to finish the project.It was recommended by Public Works Director Rick Lohmann to have Yaggy / Colby continue with the 2005 Reconstruction project.
