CITY OF ZUMBROTA CITY COUNCIL
SPECIAL MEETING DECEMBER 9, 2004 6:00 P.M.

CALL TO ORDER
Pursuant to due call and notice thereof the Zumbrota City Council was called to order at
6:00 p.m. by Mayor Rich Bauer. PRESENT: Mayor Bauer, Councilmembers David Benson, Doug Borgschatz, Betty Jo Grothe, Deb Wilkinson. Others present: City Administrator Ron Johnson, City Accountant Mary Rohe, Bill Eberhart, Jim Wedge, Paul Qualy.
The meeting opened with the Pledge of Allegiance.
The sole purpose of this special meeting was to conduct the annual Truth-in-Taxation budget hearing as required by law, to allow for resident input into the 2005 budget and/or levy.
Motion Grothe, second Borgschatz to adopt the agenda. Carried 5-0-0.
OPEN PUBLIC HEARING
Mayor Bauer opened the hearing at 6:02 p.m.
Administrator Johnson reviewed, briefly, the highlights of the budget and levy proposal. Very few changes were made from the budget proposed in September, and the amount of the recommended 2005 levy was unchanged from the amount of levy proposed in September.
Johnson presented the following information: State Aid Totals from 1997-2005; Area Cities Tax Rate Comparisons; City of Zumbrota Levies 1996-2005; Taxable Tax Capacity 1996-2005; Property Valuation 1991-2004.
Johnson noted that the city's tax capacity increased by 17.5% from 2004 to 2005, although this was not known at the time the preliminary levy was set. Johnson said he used an estimated tax capacity increase of 8% when recommending the proposed levy in September. At that time, to keep the (city only) tax rate unchanged (utilizing this estimated 8% increase in tax capacity) the levy would be $887,300. Because the city’s tax capacity increased by 17.5%, the (city) tax rate will actually decrease by approximately 9.9% (from .5039 to .4539).
Paul Qualy asked questions related to general fund revenues, publication of the budget, and related to the city’s role in the golf course/residential subdivision project.

SET CONTINUATION OR ADOPTION HEARING
An adoption hearing is necessary as per State law.
Motion Wilkinson, second Grothe to set the truth-in-taxation adoption hearing for
6:10 p.m., December 16, 2004 in the Town Hall. Carried 5-0-0.
Mayor Bauer adjourned the meeting at 6:40 p.m.
