THURSDAY, APRIL 17, 6:00 P.M.
Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Doug Borgschatz, Bill Eberhart, Michael Feil, Betty Jo Grothe. Others present: City Administrator
The meeting opened with the Pledge of Allegiance.
Motion Eberhart, second Feil to adopt the agenda. Approved 5-0-0.
Motion Feil, second Grothe, to approve the regular meeting minutes of April 3, 2008. Approved 5-0-0.
Motion Grothe, second Borgschatz, to approve the minutes for the April 9, 2008, Board of Equalization Hearing. Approved 4-0-1 (Feil Abstaining).
Motion Feil, second Grothe to approve the accounts payable of $35,453.08. Approved 5-0-0.
8-A. 3.2 Beer License (Covered Bridge Riders)
8-B. Future Capital Improvement Plans
Public Works Director Rick Lohmann highlighted some of the capital improvement projects he believes are priority for the City of
Ø Water mains on the east side of the City. On
Ø 15-20 City Blocks need overlay only.
The Council discussed financing options including bonding and levy increases. Council Member Borgschatz asked for an update on current bonding status. The status is approximately $140,000 per year for bond payments until 2023.
The storm water issue on
8-C. Pioneer Trail Update
The Pioneer Trail has asked for a $500 donation. Mayor Bauer questioned if the request were a one time event or an annual allocation. Borgschatz suggested it be reviewed and added to the budget if it were approved. Council member Eberhart stated we have local trails to build and maintain. The issue was tabled.
8-D. Ribbon Cutting
A joint ribbon cutting is being planned for Midwest Fabrication & Supply and Water Filters Direct, newest businesses in the Highway 52 Business Park. The event will be held at Midwest Fabrication & Supply, located at
8-E. Emergency Preplan Draft/Discussion
The Council was presented with a preliminary draft of the Emergency Action Plan which City Personnel has been working on. Rick was asked to further elaborate in writing on flood plan standard operating procedure. There were questions about the chain of command and command center. Suggestions were noted and the plan will go back to staff for further revision.
8-F. Briggs and Morgan Consent Approval
Briggs and Morgan has been the City of
Motion Grothe, second Eberhart to grant Briggs and Morgan Consent Approval.
8-G. Robert Hall Sidewalk Removal
Public Works Director Rich Lohmann;
Community Development Director Dan King;
Reported Midwest Fabrication & Supply has agreed to sponsor and pay in full for fireworks Saturday night during the Covered Bridge Festival. He also said there will be a Civil War Reenactment all weekend during the Festival.
City Engineer Bill Angerman;
Discussed plans for the wet well rehab at the Wastewater Treatment Facility. There will be a pre-con meeting for the
Mayor Rich Bauer;
Reported City Administrator Jensen’s review was favorable. He had also met with the Roscoe Township Board and is considering updating the city comprehensive plan.
Council Member Michael Feil;
Asked if there was going to be a WasteManagement clean-up day. Administrator Jensen stated that there would be but it had not been scheduled as of yet.
