CITY OF ZUMBROTA COUNCIL MEETING MINUTES

NOVEMBER 20, 2008,  6:00 P.M.    

 TOWN HALL

 

Pursuant to due call and notice thereof, acting mayor Doug Borgschatz called the Zumbrota City Council to order at 6:00 p.m.  PRESENT: Council members Doug Borgschatz, Bill Eberhart, Michael Feil, Betty Jo Grothe. Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann, Community Development Director Dan King, Police Chief Gary Selness, City Attorney Matt Rockne, Library Director James Hill, Dale Hinderaker, Brian Haugen, Jim Wedge and NewsRecord Reporter Sandy Hadler.  ABSENT: Mayor Rich Bauer.

 

The meeting opened the meeting with the Pledge of Allegiance.

 

AMENDMENTS/ADOPTION OF AGENDA

Motion Grothe, second Feil to adopt the agenda.  Approved 4-0-0.

 

MINUTES

Motion Grothe, second Eberhart, to approve the regular meeting minutes of November 6, 2008.  Approved 4-0-0.

 

ACCOUNTS PAYABLE

Motion Eberhart, second Feil, to approve the accounts payable of $38,592.48. 

Approved 4-0-0.

7-a.  Ambulance Association Joint Powers Agreement

Tabled.

 

7-b.  Sewer and Water Budget

At the previous meeting the council discussed the possibility of raising water rates $.10 per 1,000 gallons and raising sewer rates $.10 per 1,000 for residential and $.15 per 1,000 for DFA.  The matter was discussed further at this meeting.  Council member Eberhart stated he felt this was a reasonable increase.  This item was tabled.

Motion Feil, second Grothe to certify the able delinquent water, sewer, and mowing bills to Goodhue County.  Approved 4-0-0.

 

8-B.  2009 Final Budget Discussion

Administrator Jensen informed the Council of the upcoming Truth In Taxation meeting. The final levy needs to be approved at the December 4th council meeting.  The County needs the levy certification by December 15th. 

 

Reports;

 

City Administrator Neil Jensen

Reported a Highway 52 Partnership meeting had been held at the City Hall on Wednesday evening.

 

Public Works Director Rich Lohmann;

Informed the Council the chips from the brush site had been ground up by District Energy.  District Energy provided this service free of charge and hauled away the chips.  This saved the city approximately $8,000 to $9,000.  He also told the Council the tests for the biosolids had not come back yet.

 

Police Chief Gary Selness;

Stated one of the top candidates for the police officer position had accepted another position and withdrew his application.  Another candidate on the list will have a background check run.

 

Council Member Doug Borgschatz;

Thanked the Council members and staff for assisting in shingling the roof of the new bathroom structure at the Covered Bridge Softball Fields.
