CITY OF ZUMBROTA COUNCIL MEETING MINUTES

January 7, 2009 6:00 P.M.    

 TOWN HALL

 

Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Rich Bauer; Council members Doug Borgschatz, Betty Jo Grothe, Dale Hinderaker and Sara Nygaard. Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann, Community Development Director Dan King, City Accountant Kim Simonson, Police Chief Gary Selness, City Attorney Matt Rockne, Library Director James Hill, NewsRecord Reporter Sandy Hadler and Brian Haugen.

 

The meeting opened with the Pledge of Allegiance.

 

ADMINISTER OATH OF OFFICE (SARA NYGAARD, DALE HINDERAKER)

The Oath of office was administered to new council members Sara Nygaard and Dale Hinderaker.

 

AMENDMENTS/ADOPTION OF AGENDA

Motion Borgschatz, second Grothe to adopt the agenda.  Approved 5-0-0.

 

MINUTES

Motion Borgschatz, second Grothe, to approve the regular meeting minutes of December 18, 2008.  Approved 4-0-1 (Hinderaker abstaining).

 

ACCOUNTS PAYABLE

Motion Grothe, second Hinderaker to approve the accounts payable of $36,920.60. 

Approved 5-0-0.

A public hearing regarding the 2009 Fee Schedule was opened at 6:05p.m.  There was no comment and the meeting was closed at 6:07 p.m.

8-A.  2009 Fee Schedule Approval

There was only one change to the fee schedule which was the increase in water and sewer rates for 2009.  Borgschatz also asked if there could be discussion on the possibility of raising the infrastructure fee to replace some of the revenue lost in the LGA cuts.  This topic will be discussed further at a later work session.  Motion Grothe, second Nygaard to approve the following 2009 Fee Schedule:

The NewsRecord was designated as the official publication of the City of Zumbrota.  Motion Hinderaker, second Borgschatz to approve Resolution 2009-02 Designate Official Publication.  Approved 5-0-0.

Motion Grothe, second Hinderaker to approve the budget transfers.  Approved 5-0-0.

 

Reports;

 

Public Works Director Rich Lohmann;

Informed the Council there had been a number of equipment breakdowns at the WWTP.  The repairs are being made but the breakdowns could cause some odor.  400,000 gallons of biosolids were trucked out today after passing the biosolids test.  This will free up capacity at the WWTP.  Lohmann also asked for permission to advertise and sell the old snow blower.  Motion Borgschatz, second Grothe to advertise the old snow blower in the League news at a price of $4,000 or best offer.  Approved 5-0-0.

 

 

 

Community Development Director Dan King;

Reported Capital Homes, LLC had requested an extension on their purchase option for the former Grover site.  The extension was for four months and was granted by the EDA.

 

Mayor Rich Bauer; 

Told the Council he will be scheduling his yearly meetings with the local townships.  He also said he would be talking to Nygaard and Hinderaker about possible appointments to area boards and committees.

 

Council Member Doug Borgschatz and Council Member BJ Grothe;

Welcomed new Council members Hinderaker and Nygaard.
