City Council Meeting Minutes January 5, 2012






JANUARY 5, 2012 6:00 P.M.    



Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Rich Bauer; Council members Sara Durhman, Tina Hostager and Brad Drenckhahn (Absent: Dale Hinderaker). Others present: City AdministratorNeil Jensen, Public Works DirectorRickLohmann, Community Development DirectorDanKing, City AccountantKimSimonson, Police Chief Gary Selness, City Attorney Matt Rockne, Library Director James Hill, Brian Haugen, Jerry Mosely, Officer Gene Leifeld, Officer Rob Jarrett and NewsRecord Reporter Rebecca Aaland.


The meeting opened with the Pledge of Allegiance.



Motion Drenckhahn, second Hostager to adopt the agenda.  Approved 4-0-0.



Motion Durhman, second Hostager, to approve the regular meeting minutes of December 15, 2011.  Approved 4-0-0.



Motion Drenckhahn, second Durhman to approve the accounts payable of $51,034.57.  Approved 4-0-0.

Mayor Bauer highlighted the small increases in the water and sewer rates and the decreases in the storm water and street lighting fees.  Motion Drenckhahn, second Durhman to approve the 2012 Fee Schedule.  Approved 4-0-0.


8-B.  Resolution 2012-01 Designate Official Depositories

Motion Drenckhahn, second Durhman to approve Resolution 2012-01 designating the Bank of Zumbrota and EdwardJones as the official 2012 depositories for the City ofZumbrota.  Approved 4-0-0.


8-C.  Resolution 2012-02 Designate Official Publication

Motion Hostager, second Durhman to approve Resolution 2012-02 designating the NewsRecord as the 2012 Official Publication of the City ofZumbrota.  Approved 4-0-0.


8-D.  Scheduled Budget Transfers

Motion Hostager, second Drenckhahn to approve the following budget transfers:

  • $61,541 transferred from the Sewer Fund (602) to 2009A Bond Fund (516).                                                                                                                                      
  • $28,010 transferred from the Water Fund (601) to the 2009A Bond Fund (516).                                                                                                         
  • $38,850 transferred from the Infrastructure Fund (201) to the 2010B Bond      Fund (518).                                                                                                                                          
  • $86,247 transferred from the General Fund (101) to the EDA Fund (403).                               
  • $25,125 transferred from the General Fund (101) to the Street Lighting

Fund (202)

Approved 4-0-0.


8-E.  Approve 2012 Annual Appointments

Mayor Bauer presented the Council with the list of 2012 appointments.  He asked Council to review the list and be ready to make changes and/or approve at the next meeting.


8-F.  Water and Sewer Utility Penalty Waiver Request

City Staff had received a letter from Debra Vang requesting the Council drop $15 worth of penalties she had received on account 8170.  Ms. Vang had set up a specific amount payable each month from her checking account.  Some months the preset amount was insufficient to cover the entire balance.  On these months the account accrued a penalty.  Mayor Bauer asked if any members wanted to make a motion to drop the $15 in penalties.  No motion was made.


8-G.  Well #4 Repair Quote Approval

At the December 1, 2011 meeting Public Works Director Lohmann had received approval to pull the pump on Well #4 for inspection and repair.  The pump has been pulled and it was found to be in need of replacement.  The pump was placed into service in 1987.  The cost to replace the pump and other miscellaneous items is $17,810.00.  Motion Durhman, second Drenckhahn to approve the replacement of the pump for Well #4 and other miscellaneous items in the amount of $17,810.00.  Approved 4-0-0.




City Administrator Neil Jensen

Informed the Council he is pursuing a grant from the DNR for the reforestation of the City.  This grant is to help cities to reforest due to the impending arrival of the Emerald Ash Borer. 


Mayor Rich Bauer;

Told the Council there will be a meeting for Southeastern Minnesota Cities discussing Emerald Ash Borer as well as loss control.  He invited those interested to attend.  He also spoke about a meeting with MNDOT regarding the 2013 mill and overlay of Highway 58/Main Street.  There are some store water issues which may require some city dollars.  More information will be available in the future.
