CITY OF ZUMBROTA COUNCIL MEETING MINUTES
AUGUST 2, 2012 6:00 P.M.
Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Dale Hinderaker, Sara Durhman, Tina Hostager and Brad Drenckhahn. Others present: City Administrator Neil Jensen, Community Development Director Dan King, City Accountant Kim Simonson, Police Chief Gary Selness, Police Officer Rob Jarrett, City Attorney Matt Rockne, Library Director James Hill, NewsRecord reporter Rebecca Miller, Jim Wedge, Jerry Mosely, and Mark Murch of Scanlon, Nietz and Murch.
The meeting opened with the Pledge of Allegiance.
AMENDMENTS/ADOPTION OF AGENDA
Motion Drenckhahn, second Hinderaker to adopt the agenda. Approved 5-0-0.
Motion Hinderaker, second Durhman, to approve the regular meeting minutes of July 26, 2012. Approved 5-0-0.
Motion Hostager, second Durhman to approve the accounts payable of $13,183.77.
7-A.Fire Truck Discussion
The Mayor reminded the Council there will be a Fire Board meeting on Tuesday, August 7th to discuss the joint powers agreement.
7-B. Golf Course Development Road
Nothing to report.
7-C. 2013 Budget
Administrator Jensen asked for comments regarding the 2013 budget. He said currently the budget is set for a $75,000 levy increase. The Council is pursuing the strategy to phase out dependence on LGA. Hinderaker said he is comfortable with the path the Council is on for the budget.
7-D. Liquor License Approval
At the previous Council meeting staff was directed to further study the process for amending the restricted license. It was decided to go with the recommendations of the state inspector. There will be no additional costs associated with the change. ZAAC and Crossings will be allowed to transfer the 3.2 beer and wine licenses to a restricted on-sale license limiting them to wine and strong beer. Motion Durhman, second Hostager to approve the restricted on-sale liquor licenses for Crossings and ZAAC. Approved 5-0-0.
7-E. Off Sale Discussion
There had been some discussion at the last meeting on whether to limit the number of off sale liquor licenses within the City of Zumbrota. Mayor Bauer asked if the Council wished to let the free market process determine the number of off-sale liquor licenses or to grant a set number of licenses. The Council does not want to limit licenses at this time.
8-A. 2011 City Audit and Review
Mark Murch, of Scanlon, Nietz and Murch, presented the audit report to the City Council. The City received an unqualified opinion. Murch also spoke about the state of the Water and Sewer Funds and encouraged Council to carefully track revenues to continue to improve the financial position of the funds. This may require an increase in rates. Motion Drenkhahn, second Hostager to approve the 2011 City Audit. Approved 5-0-0.
8-B. Change August 16th Council Meeting (August 23rd)
Motion Drenckhahn, second Drenckhahn to change the regularly scheduled Council meeting from August 16th to August 23rd at 6:00 pm. Approved 5-0-0.
City Accountant Kim Simonson;
Reported the first half taxes and LGA monies had been received. The City had also received the first reimbursement for the CR 68 Project.
