CITY OF ZUMBROTA COUNCIL MEETING MINUTES

JANUARY 19, 2012 6:00 P.M.    

 TOWN HALL

 

Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Rich Bauer; Council members Dale Hinderaker, Sara Durhman, Tina Hostager and Brad Drenckhahn. The meeting opened with the Pledge of Allegiance.

Motion Hinderaker, second Durhman to approve the 2012 Mayor’s list of annual appointments.  Approved 5-0-0.

 

NEW BUSINESS:

 

8-A.  Sewer Machine Repair Approval

Public Works Director Lohmann requested the Council approve the following repairs to the 1978 Sewer Rodder.  Lohmann believes the repairs will add additional years to the rodder’s life.  The costs of the repairs are:

400’ of new rod           $2,200

18’ of guide hose          $   657

Rod guides                   $   108

Hydraulic Gauge           $     65

Misc                             $   300

Paint                             $   200

Total                            $3,530

 

He also told the Council it may not be necessary to replace the entire 400 feet of rod but that is unknown until the project is begun.  Motion Hostager, second Durhman to approve the request to spend $3,530 to repair the sewer rodder.  Approved 5-0-0.

8-C.  Zumbrota Street and Park Reforestation Plan

Mark Behrendswas present at the meeting to discuss his role as a volunteer.  In October of last year Behrends came in to City Hall to volunteer to investigate the plan for reforestation of the City of Zumbrota.  Since that time he has been instrumental in getting some new trees planted in East Park as well as beginning the work on a DNR grant.  He would like to find a way to put more trees back into the ground.  He appreciated public interaction and would like to develop a tree list as well as a policy for maintenance of trees.  The Council responded enthusiastically to his proposals and thanked him for his volunteerism. 

 

8-D.  Land Purchase Discussion

Previously the Mayor had appointed a committee to look into the possibility of a trailhead for the Pioneer Trail bike trail, a way to house a fire suppression system for the bridge and an area to promote the Covered Bridge as well as area businesses.  As the group met and discussed various options they began to formulate a vision for this project which includes purchasing the land formerly occupied by the Kalass Insurance Agency.  Wayne Radke and Kevin Kish were present to ask the Council to purchase the property.  Council Member Hinderaker expressed his pleasure to discuss the topic but stressed he felt this was just the beginning of discussion and that there isn’t enough information for Council to make a decision at present.  Council members also spoke of how they want this to be a community project with community efforts and monies.  Council agreed the land would be a wonderful addition to the City but would like more time to process and to seek public opinion.  The Council thanked Kish and Radke and the item was tabled.

 

Reports;

City Administrator Neil Jensen

Informed the Council there is an opening on the Park Board and a new member will be solicited.

 

City Accountant Kim Simonson;

Told the Council the City had received a payment of $455 for the participation in the League of Minnesota Cities survey.

 

 

 

 

Public Works Director Rick Lohmann;

Reported that due to the mild winter and lack of moisture the city crew had been able to clean out the large storm water pond on the east side of town.  He also reported the City will have the opportunity to bid a street project with Goodhue County.  Last summer the City attempted to bid a project and received only one bid.  Hopefully with the County in the mix there will be more competitive bidding.  Lohmann is also looking at alternatives for repair/replacement of the boiler at the WWTP.  He believes the first thing which needs to be done is to clean up the air and environment so the corrosive atmosphere will not take such a toll on the equipment.  He will report back with findings.

 

Library Director James Hill;

Told the Council the Library had received funding from the Rotary Club for some power check meters which will be loaned out to the public to assess energy usage.  He also stated the roof of the Library is nearing the end of its life.  Regular inspections should lengthen the life of the roof but he wanted to let the Council know the Library Board was putting money into the restricted fund for the eventual replacement of the roof.  Estimated cost of replacement is approximately $100,000.
