FEBRUARY 17, 2011 6:00 P.M.    



Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Rich Bauer; Council members Dale Hinderaker, Sara Nygaard, Tina Hostager and Brad Drenckhahn. Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann, Community Development Director Dan King, City Accountant Kim Simonson, Police Chief Gary Selness, City Attorney Matt Rockne, Library Director James Hill, Jim Wedge, Roxanne Bartsch, Craig Bloomer of the MN DNR, Milo Lowe, Officer Gene Leifeld and NewsRecord Reporter Sandy Hadler.


The meeting opened with the Pledge of Allegiance.



Motion Nygaard , second Hostager to adopt the agenda.  Approved 5-0-0.



Motion Hinderaker, second Nygaard, to approve the regular meeting minutes of February 3, 2011.  Approved 5-0-0.



Motion Nygaard, second Drenckhahn to approve the accounts payable of $53,962.66. 

Approved 5-0-0.

8-A.  Community Development Annual Report 2010

Community Development Director Dan King presented the 2010 Community Development Report.  He highlighted some of the changes within the business community, the new Highway 58 Bridge, the SE Minnesota Initiative Foundation Grant for repainting the Covered Bridge and various other activities.  Six single family homes were built in Zumbrota in 2010 which is less than were built in 2009 but still better than many communities in the area. 


8-B.  Set Work Session March 17th at 5:00 pm.

Motion Drenckhahn, second Nygaard to set a quarterly work session for March 17th at 5:00 p.m.  Approved 5-0-0.


8-C.  Pioneer Trail Update

Craig Bloomer from the MN DNR and Roxanne Bartsch representing the Pioneer Trail Committee were present to give an update on the Pioneer Trail.  Originally it was hoped the 4.5 mile trail would be completed and paved last autumn.  Due to the flooding the work was unable to be completed and will continue this spring.  A June dedication is planned. 




City Administrator Neil Jensen

Reported he had sent an email to all the Council regarding legislation about city well regulation which is being discussed at the state level.  He requested Council Members contact state representatives and senators.  The League of Minnesota Cities and the Rural Water Association is opposing this legislation.  Council asked staff to contact legislators as well.


Community Development Director Dan King;

Is working with Becky Nelson on a grant for staining and sealing Kids’ Kingdom with the SE Minnesota Initiative Foundation.


Police Chief Gary Selness;

Reported Officer Jarrett is back at work.


Mayor Rich Bauer;

Reported he had met with Roscoe Township and there had been a concern about a road annexation made in 2004.  There are questions on maintenance.  Mayor Bauer would like to meet and discuss an equitable solution.  The meeting is tentatively scheduled for February 24th and he invited interested Council Members to attend. 


Council Member Brad Drenkhahn;

Reported the Park Board had met and installed two new Park Board Members: Bretta Damson and B.J. Grothe
