CITY OF ZUMBROTA COUNCIL MEETING MINUTES
OCTOBER 6, 2011 6:00 P.M.
Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Dale Hinderaker, Sara Durhman, Tina Hostager and Brad Drenckhahn. Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann, Community Development Director Dan King, City Accountant Kim Simonson, Police Chief Gary Selness, Library Director James Hill , Jim Wedge, Brian Haugen, Stacy Larson of Goodhue County CHI, Jerry Mosley, Gavin Hostager, and Officer Gene Leifeld.
The meeting opened with the Pledge of Allegiance.
AMENDMENTS/ADOPTION OF AGENDA
Motion Durhman, second Hostager to adopt the agenda. Approved 5-0-0.
Motion Hinderaker, second Durhman, to approve the regular meeting minutes of September 15, 2011 with corrections. Approved 5-0-0.
Motion Durhman, second Drenckhahn to approve the accounts payable of $54,229.09. Approved 5-0-0.
7-A. Social Host Ordinance
Motion Hinderaker, second Hostager to direct Staff to put together a Social Host Ordinance for review. Approved 5-0-0.
7-B. Seller/Server Training Ordinance
The Seller/Server Training Ordinance sponsored by the Goodhue County Chemical Health Initiative was presented to the Council again. Council member Drenckhahn stated he felt it was unpopular with establishment owners and managers. Drenckhahn was unwilling to support the ordinance since his constituents were not in favor of the measure. Mayor Bauer said he had received the same feedback. Mayor Bauer called for a motion. None was made so the item will be removed from the agenda.
8-A. Icing Sand Bid Approval
Public Works Director Lohmann asked the Council to approve the icing sand bid from Schumacher Excavating for $5.30/ton. He requested to purchase 775 tons which is the normal winter amount of 475 tons plus an additional 300 tons needed to replace the Highway Department sand the City used last winter. The total cost will be $4,107.50. Motion Durhman, second Hinderaker to approve the icing sand bid from Schumacher Excavating for 775 tons at $5.30/ton for a total of $4,107.50. Approved 5-0-0
8-B. 2012 Pick-up/Plow/Accessories Bid Approval.
Public Works Director Lohmann received the following quotes to purchase a new truck/plow and accessories:

Motion Hostager, second Durhman to purchase the truck as directed by Lohmann for $31,239.57 plus tax. Approved 5-0-0.
Motion Drenckhahn, second Hinderaker to allow Lohmann to advertise for sale the 1996 plow and pick-up and the 2000 pick-up. Approved 5-0-0.
8-C. Resolution 2011-13 Requesting Trunk Highway 58 Crosswalk Designation
Motion Hinderaker, second Drenckhahn to approve Resolution 2011-13 requesting a new crosswalk location from the Minnesota Department of Transportation at the intersection of MN Truck Highway 58 and Jefferson Drive. Approved 5-0-0.
City Administrator Neil Jensen
Reported he has been working with a representative from Harris Companies on an energy audit. The initial findings are positive and will serve as a good benchmark on energy use.
Public Works Director Rick Lohmann;
The City of Goodhue had contacted Lohmann about storing 45,000-50,000 gallons of sludge. The same arrangement would apply as the City uses with the City of Red Wing. He also reported Kids’ Kingdom has been stained and should be re-examined in two years for additional staining. There had been some vandalism found and the culprit is to pay restitution.
Community Development Director Dan King;
Informed the Council the Highway 58 Subarea Study (SaS) members and staff members had an initial meeting today that included a walking tour of Main Street from McDonald’s to City Hall. The SaS Citizen Advisory Panel will be meeting prior to the next City Council meeting. King stated Southeast Mn Multi-County Housing and Redevelopment Authority (SEMMCHRA) staff gave a presentation last week to downtown central business district property/business owners about a Commercial Rehabilitation Program grant. The grant is from the MN Department of Employment and Economic Development and if approved would provide forgivable loans to assist with funding for structural improvements downtown. King stated the Zumbro River Branding Group is holding a meeting next week at Bridget’s Café to discuss a project to promote the river valley as a tourist destination.
Mayor Rich Bauer;
Stated he would be unable to be at the Pioneer Trail dedication on Saturday but Council member Drenckhahn would be representing the City. He also told the Council he had asked Staff to prepare a long-term budget. He re-capped the Highway 58 MNDOT meeting.
Council Member Dale Hinderaker;
Thanked the Snowmobile Club for clearing the Izaak Walton Trail.
