CITY OF ZUMBROTA COUNCIL MEETING MINUTES
AUGUST 18, 2011 6:00 P.M.
Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Dale Hinderaker, Tina Hostager and Brad Drenckhahn. Absent: Sara Durhman. Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann, Community Development Director Dan King, City Accountant Kim Simonson, Police Chief Gary Selness, City Attorney Matt Rockne, Library Director James Hill, Jim Wedge, Brian Haugen, Officer Gene Leifeld and NewsRecord Reporter Sandy Hadler.
The meeting opened with the Pledge of Allegiance.
AMENDMENTS/ADOPTION OF AGENDA
Motion Drenckhahn, second Hostager to adopt the agenda. Approved 4-0-0.
Motion Hinderaker, second Drenckhahn, to approve the regular meeting minutes of
August 4, 2011. Approved 4-0-0.
Motion Hostager, second Hinderaker to approve the accounts payable of $35,689.91.
7-A. 2012 Preliminary General Fund Budget
Council was informed this is the last viewing of the budget before the levy needs to be sent to Goodhue County. The levy needs to be certified by September 15th.
8-A. Budget Transfers
Accountant Kim Simonson recommended the following transfers:
Sewer Restricted (Fund 606) $27,500
Golf Course Abatement (Fund 260) $27,500
Water Restricted (Fund 600) $19,000
Grover Abatement (Fund 261) $19,000
Sidewalks (Fund 105) $ 5,000
Seal Coat (Fund 102) $37,500
Street Lighting (Fund 202) $16,320
General Fund (Fund 101) $58,820
Motion Hinderaker, second Hostager to approve the transfers. Approved 4-0-0.
8-B. Capital Equipment Purchase (Pick-up)
Public Works Director Lohmann requested approval to obtain quotes for a 2012 pickup. With budget cuts the original purchase of the truck had been delayed but now it is time to replace the oldest truck. The old truck is a two wheel drive truck. The new truck will be a four wheel drive truck and will also be utilized for snowplowing. Council Member Hostager asked if used vehicles are ever purchased to reduce expenses. Lohmann explained with state contracts the City is able to purchase a new vehicle for close to a used price. Motion Drenckhahn, second Hinderaker to have Lohmann obtain quotes for a 2012 pickup truck. Approved 4-0-0.
8-C. 2011 Water Reservoir Maintenance Project
The water reservoir by the Trelstad Addition has never been inspected and cleaned. Lohmann is recommending having Midco Diving and Marine Services clean and inspect the tank. The company would put divers in the tanks to perform inspection and cleaning without interruption of service or contamination. The proposal is to remove two inches of accumulated material. Anything else would be billed at $350 per hour. Motion Hostager, second Drenckhahn to approve hiring Midco Diving for $2499 with the understanding that material amounts over two inches on the bottom of the tank will be cleaned out at a cost of $350 per hour. Approved 4-0-0.
8-D. Zumbro River Valley Tourism Grant Application
A group of cities along the Zumbro River would like to promote the area as a travel route. To the end the group is seeking participants to partner with Renewing the Countryside to obtain grants. Community Director Dan King reported the EDA had approved support of the venture and he now asked the Council to approve a resolution showing their support. Motion Hinderaker, second Hostager to approve Resolution 2011-12 A Resolution of Support Authorizing Participation in the Community Growth Initiative Grant from the Southern Minnesota Initiative Fund. Approved 4-0-0.
City Administrator Neil Jensen
Told the Council the City Survey put together by the League of Minnesota Cities was on the website. He also reported he is working with the Fire Department on a grant for a new pumper truck. The application is due in a couple of weeks. Jensen also reminded Council about an upcoming League of Minnesota Cities meeting in Pine Island on September 14.
Public Works Director Rick Lohmann;
Reported the first course of blacktop had been laid on the new 18th street. The old 18th Street will be removed. The alley project is winding up.
Community Development Director Dan King;
Told the Council Madison Industrial Services is just about ready to open. They will be having an open house in mid-September. King also recognized Jim Wedge for his years of service on many community boards, most currently the EDA and Planning and Zoning. Wedge will be stepping down from his EDA position.
Library Director James Hill;
Spoke about the ongoing contract negotiations with Wabasha County. The representatives for the libraries had requested an amount which Wabasha County turned down. Wabasha County had counter offered with a number above the minimum amount allowed but below what the Library representatives requested. Negotiations will continue.
Mayor Rich Bauer;
Thanked the Council members for completing Jensen’s evaluation. He also commented on the stop President Obama made in Zumbrota this week.
Council Member Dale Hinderaker;
Thanked Jim for his years of service.
