CITY OF ZUMBROTA COUNCIL MEETING MINUTES
MAY 19, 2011 6:00 P.M.
Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Dale Hinderaker, Sara Nygaard, Tina Hostager and Brad Drenckhahn. Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann, Community Development Director Dan King, Police Chief Gary Selness, City Attorney Matt Rockne, City Engineer Bill Angerman, Jim Wedge, Brian Haugen, Officer Gene Leifeld, Jerry Mosley.
The meeting opened with the Pledge of Allegiance.
AMENDMENTS/ADOPTION OF AGENDA
Motion Nygaard, second Hinderaker to adopt the agenda. Approved 5-0-0.
Motion Hinderaker, second Hostager, to approve the regular meeting minutes of May 5, 2011 as amended. Approved 5-0-0.
Motion Hinderaker, second Nygaard to approve the accounts payable of $111,912.10.
8-A. Resolution 2011-07 Receiving Report and Ordering Improvements Co. 168 Extension
City Engineer Bill Angerman gave the council a review of the County 168 project. The project consists of approximately 1000 feet of 12 inch sanitary sewer and 12 inch water main starting at Artic Avenue and extending westward along County 168 mainly in the north ditch line. The total cost opinion of the project is $196,450. The city will be responsible for ½ of the costs with a matching grant from DEED and TED of the State of Minnesota. Administrator Jensen suggested the SAC/WAC fees may need to be reviewed in order to recoup the investment in the project when annexation is requested from parcels outside the city. Motion Hinderaker, second Nygaard to approve Resolution 2011-07 Receiving Report and Ordering Improvements for the Extension of Sanitary Sewer and Water Utility along Goodhue County Road 168. Approved 5-0-0.
8-B. Jefferson Drive Storm Sewer Repair Approval
There was a failure in a storm sewer that crosses Jefferson Drive located near the entrance of the Woodlands Subdivision. Public Works Director Lohmann has received a quote of $8,350.00 from Schumacher Excavating to replace the concrete pipe. There will also be four inches of pink insulation installed under the pipe to prevent frost from pushing the pipe up. Asphalt pavement will be used as a top coat to finish the job. Motion Nygaard, second Drenckhahn to approve the Jefferson Drive Storm Sewer repair to be done by Schumacher Excavating for a cost of $8,350.00. Approved 5-0-0.
8-C. Storm Sewer Repair Discussion (Main Street)
Besides the repair needed on the corner of 4th and Main there seems to be a large number of catch basins and surrounding infrastructure which are in poor condition. This agenda item was just brought to the Council’s attention and no action was taken.
8-D. Request to Dispose of Forfeited Vehicle
Police Chief Selness reported a 1994 Mercury Villager van had been impounded October 24, 2010 under the 2nd Degree DWI forfeiture law. All times for appeals have expired and now the vehicle is available to be offered for sale. Chief Selness asked the Council for permission to obtain bids and sell the vehicle. Motion Nygaard, second Hinderaker to approve the request to dispose of the 1994 Mercury Villager van. Approved 5-0-0.
8-E. 2011 Annual Liquor License
Motion Hinderaker, second Drenckhahn to approve the following liquor licenses:

Reported the Senior Survey had been mailed and the group will meet next Wednesday to review.
Community Development Director Dan King;
Reminded the Council Kids’ Kingdom is scheduled to be stained on Friday, May 20 (weather permitting). He also reminded the Council about the Covered Bridge Idol preliminary competition will be Friday, May 20th at 7 pm at the VFW.
