SEPTEMBER 1, 2011 6:00 P.M.    



Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Rich Bauer; Council members Dale Hinderaker, Sara Durhman, Tina Hostager and Brad Drenckhahn. Others present: City Administrator Neil Jensen, Police Chief Gary Selness, City Attorney Matt Rockne, Library Director James Hill, Jim Wedge, Brian Haugen, Jerry Mosely and NewsRecord Reporter Sandy Hadler.


The meeting opened with the Pledge of Allegiance.



Motion Durhman, second Hinderaker to adopt the agenda.  Approved 5-0-0.



Motion Hinderaker, second Drenckhahn, to approve the regular meeting minutes of

August 18, 2011.  Approved 4-0-1 (Durhman abstaining).



Motion Hinderaker, second Durhman to approve the accounts payable of $43,252.83. 

Approved 5-0-0.

7-A. Resolution 2011-11 Approving Proposed Budget and Levy in 2012

The proposed 2012 levy needed approval in order to be certified to Goodhue County.  Mayor Bauer asked if there were any additional questions before adopting the preliminary budget and levy.  Motion Drenckhahn, second Durhman to approve Resolution 2011-11 Approving Proposed Budget and Levy Collectible in 2012.


That the proposed budget presented, and the following proposed levy, collectible in 2012, be adopted:

7-B. Economic Development Authority Member Appointment

Scott St. Marie and Jim Wedge are resigning from their EDA positions and Allan Falk’s term is ending December 31, 2011.  Three volunteers have applied for these positions.  Mayor Bauer has reviewed the applications and recommends the following appointments: Erik Bengston to serve the remainder of Jim Wedge’s term through 2012, Rich Meyerhofer to serve the remainder of Scott St. Marie’s term through 2016 and Brenda Lerum to begin a six year term in January 2012.  Motion Hinderaker, second Hostager to approve the appointments.  Approved 5-0-0.


7-C. Set Time for Final Budget and Levy (December 1st and December 15th, 2011)

Motion Hinderaker, second Drenckhahn to set the time for the final budget and levy for 6:00 p.m. on December 1st and 15th, 2011.  Approved 5-0-0.






City Administrator Neil Jensen

Reported on the League of Minnesota Cities regional meeting.  He stated the retro reflectivity sign mandate was in the appeal process.  The swimming pool closed Sunday, August 25th.  He reported on the midyear transit number and also on the progress of the alley reconstruction.


Library Director James Hill;

Informed the Council Conway Marvin approached the library last year about storing and displaying a large collection of photographs taken by Clarence Stearns, a Zumbrota native and photographer who was friends with the Mayo brothers.  The Stearns collection contains a number of photos of famous people.  The collection was framed and will be kept at the Historical Society, with a rotating display of photographs on loan to the library.  The Historical Society will be having a presentation on Stearns on September 10, at 10AM.

The Minnesota High Speed Rail Commission contacted the Zumbrota Rotary Club about doing a presentation.  They would like to inform the public of the status of high-speed rail development in Minnesota and its economic impacts.  Rotary decided to hold a presentation at the Library and open it up to the public.  One possible route of the high speed rails appears to go from St. Paul through Red Wing and Winona.  The presentation will be on September 20 at 5:00PM.

Police Chief Gary Selness;

Reported that the Zumbrota Police Department will be participating in another National Drug Take Back Day on October 29th from 10:00 am to 2:00pm.  He also informed the Council about a grant applied for by Selness and Jarrett through the Minnesota Sheriffs’ Association for in car replacement cameras.  The cameras are worth $5,295 each.  The City is responsible for $100 each plus install fee.  The software package and the wireless access point were paid for the Safe and Sober Grant received earlier this year.


Mayor Rich Bauer;

Reported on what he had learned about LGA and the MVHC.  The Market Value Home Credit is being replaced with a market value reduction credit and that LGA may in the future be eliminated according to Representative Greg Davids at a SMLM meeting.
