CITY OF ZUMBROTA COUNCIL MEETING MINUTES
MARCH 3, 2011 6:00 P.M.
Pursuant to due call and notice thereof, Acting Mayor Sara Nygaard called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Acting Mayor Sara Nygaard, Tina Hostager and Brad Drenckhahn. ABSENT: Mayor Rich Bauer, Council Member Dale Hinderaker. Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann, Community Development Director Dan King, City Accountant Kim Simonson, Police Chief Gary Selness, City Attorney Matt Rockne, Library Director James Hill, Milo Lowe (audio recording meeting), Clarissa Hadler and NewsRecord Reporter Sandy Hadler.
The meeting opened with the Pledge of Allegiance.
AMENDMENTS/ADOPTION OF AGENDA
Motion Hostager, second Drenkhahn to adopt the agenda. Approved 3-0-0.
Motion Drenckhahn, second Hostager, to approve the regular meeting minutes of
February 17, 2011. Approved 3-0-0.
Motion Drenkhahn, second Hostager to approve the accounts payable of $29,597.03. Approved 3-0-0.
8-A. Computer Purchase (Administration, Police)
Last week the laptop computer which runs Channel 19 failed. Also a number of the computers within City Hall and the Police Department are at or near the end of their useful life. City Accountant Kim Simonson recommended her computer be moved to the Channel 19 position, and a new computer be purchased to replace her computer. She also requested a new computer be purchased to replace the e-charging computer in the Police Department.
Besides the cost of the hardware and the Microsoft Office updates, there will be additional costs to network the computers onto the existing financial and server system. The following quotes were received:

Simonson recommended the City accept the bid from Cornell Computers because the monitors quoted are larger and the warranty period is three years for parts and labor.
Council member Hostager asked if there were a scheduled rotation and replacement policy in place for the computers. Administrator Jenses replied that at this time there was no policy and the computers were being replaced on an as needed basis.
Motion Drenckhahn, second Hostager to approve the purchase and networking of two computers from Cornell Computers in the amount of $3,001.00

Reminded the Council the next meeting will be a work session beginning at 5:00 pm. Some of the discussion will be regarding mobile data.
Public Works Director Rich Lohmann;
Reported the wastewater treatment plant is half way through its five year permit National Pollution Discharge Elimination System (NPDES) period. The WWTF has now been classified as a Major B facility which means there will be a substantial increase in costs for testing, etc. Lohmann will report more fully on this at a later date.
Lohmann also reported that, after research, he believes the floating cover for the secondary digester would be the best way to go. He is hoping to limp through another year as it stands currently in order to build up more cash within the fund to pay for the repair.
Police Chief Gary Selness;
Reported Zumbrota had received first place in the Zero Death Challenge. First places will give the city a grant of $3,000. Selness, Officer Rob Jarrett and Administrator Jensen will be attending a luncheon next week to accept the grant.
Council Member Tina Hostager;
Stated she and Drenckhahn had attended the newly elected official’s conference sponsored by the League of Minnesota Cities.
Council Member Brad Drenkhahn;
Reported he had attended a Statewide Health Improvement Program meeting in Pine Island. He will share more at an upcoming meeting.
