SEPTEMBER 5, 2013 6:00 P.M.    



Pursuant to due call and notice thereof, Mayor Rich Bayer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Council members Sara Durhman, Dale Hinderaker, Brad Drenckhahn and Tina Hostager.   Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann, City Accountant Kim Simonson, Community Development Director Dan King, Police Chief Gary Selness, City Attorney Matt Rockne, City Engineer Bill Angermann, Police Officer Eugene Leifeld, Police Officer Rob Jarrett, NewsRecord reporter Tara Chapa, and Jim Wedge.


The meeting opened with the Pledge of Allegiance.



Motion Durhman, second Drenckhahn to adopt the agenda with corrections.   Approved 5-0-0.



Motion Hinderaker, second Durhman, to approve the regular City Council meeting minutes of August 15, 2013.  Approved 4-0-1 (Bauer abstaining).



Motion Drenckhahn, second Durhman to approve the accounts payable of $39,700.95

Approved 5-0-0.

7-A.  Joint Powers Agreement Fire Board

The next Fire Board Meeting is September 17th at 7:00 pm.


7-B.  2014 Budget Discussion

The Council had no questions on this issue.




8-A.  Resolution 2013-17 Approving Preliminary Budget and Levy

Due to levy limits the 2014 levy will remain the same as the 2013 levy.  Motion Durhman, second Hinderaker to approve Resolution 2013-17 Approving the Preliminary Budget and Levy of $1,550,742 for 2014.  Approved 5-0-0.


8-B.  Set Final Budget and Levy Dates (December 5th and December 19th)

Motion Drenckhahn, second Hostager to set the final budget and levy dates for December 5th and December 19th at 6:00 pm.  Approved 5-0-0.


8-C.  460th Intersection Repair With Roscoe Township

The City of Zumbrota and Roscoe Township have an agreement in place for maintenance of the 460th Street.  A culvert repair is needed at this time.  O’Brien Blading has given an estimate of $2,537.50.  The County would provide the culvert.  Half of the cost ($1,268.75) would be the City’s responsibility.  Motion Hinderaker, second Durhman to approve paying for half of the cost of the repair for 460th Street intersection for $1,268.75.  Approved 5-0-0.


8-D.  2014 East Avenue Reconstruction (6th Street to 10th Street)

Staff is suggesting that a portion of East Avenue, from 6th to 10th Street, be reconstructed next summer.  This would be a full reconstruction.  Engineer Angermann asked Council to enter into a professional services agreement with WHKS for a lump sum fee of $45,750 and a billed hourly estimated for of $42,500.  After the field work is completed there will be a public informational meeting.  Lohmann stressed that service lines would only go to the shutoff.  If homeowners wanted something additional they would be responsible for the cost of additions.  Estimated cost of the project is $688,000.  Motion Durhman, second Hostager to approve the professional services agreement with WHKS and proceed with the 2014 reconstruction of East Avenue from 6th Street to 10th Street.  Approved 5-0-0.


8-E.  City Hall Landscape Plan Review and Approval

Administrator Jensen had received the following quotes for landscaping City Hall:

Zumbro Valley Landscaping (Option 1)         $7,048.20

                                                (Option 2)       $5,970.00

Countryside Landscaping                               $7,589.00


Motion Hostager, second Durhman to approve option 2 from Zumbro Valley Landscaping in the amount of $5,970.00.  Approved 5-0-0.


8-F.  Storm Water Plan Approval

Angermann asked the Council to approve updating the storm water base map.  The approximate cost for the update is $3,000.  Motion Durhman, second Drenckhahn to approve the update of the storm water base map for $3,000.  Approved 5-0-0.


8-G.  Public Works Position Committee

Public Works Director Lohmann will be retiring at yearend.  A committee was selected to search for a replacement before Lohmann leaves employment.  Jensen, Bauer and Durhman will make up the committee.


8-H.  Cooperative Agreement with Mn/DOT for Highway 58 Landscaping Partnership

It has been requested the City enter into a cooperative agreement with Mn/DOT for the Highway 58 landscaping project.  Motion Hinderaker, second Durhman to allow the City of Zumbrota to enter into a cooperative agreement with Mn/DOT for Highway 58 Landscaping Partnership.  Approved 5-0-0.

8-I.  Resolution 2013-18 Authorizing Cooperative Agreement with Mn/DOT for Highway 58 Landscaping Plan

Motion Durhman, second Hinderaker to approve Resolution 2013-18 Authorizing Cooperative Agreement with Mn/DOT for Highway 58 Landscaping Plan.  Approved 5-0-0.




City Administrator Neil Jensen

Reported that the 4th Addition Highlands is complete and that 435th Street is progressing.  He also reported the right turn lane issue on 435th Street has been resolved.


Library Director James Hill

Stated the contract with Goodhue County has been signed.
