CITY OF ZUMBROTA COUNCIL MEETING MINUTES

OCTOBER 3, 2013 6:00 P.M.    

 TOWN HALL

 

Pursuant to due call and notice thereof, Mayor Rich Bayer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Council members Sara Durhman, Dale Hinderaker, Brad Drenckhahn and Tina Hostager.   Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann, City Accountant Kim Simonson, Community Development Director Dan King, City Attorney Matt Rockne, Police Officer Rob Jarrett, NewsRecord reporter Tara Chapa, Brian Haugen, Representative Steve Drazkowski and Jim Wedge.

 

The meeting opened with the Pledge of Allegiance.

 

AMENDMENTS/ADOPTION OF AGENDA

Motion Drenckhahn, second Durhman, to adopt the agenda.  Approved 5-0-0.

 

MINUTES

Motion Hinderaker, second Hostager, to approve the regular City Council meeting minutes of September 19, 2013.  Approved 5-0-0.

 

ACCOUNTS PAYABLE

Motion Durhman, second Hinderaker, to approve the accounts payable of $137,124.42.

Approved 5-0-0.

 

PUBLIC COMMENTS:

State Representative Steve Drazkowski gave the Council an update on the State Legislature.

Unfinished Business:

7-A.  Fire Board Joint Powers Agreement Fire Board

There was nothing new to report.  The next meeting of the Fire Board will be October 22nd.

 

NEW BUSINESS;

8-A.  Tree Removal Quote Approval

Two bids to remove trees were received:

                                    McWater’s                  $3,600 + tax

                                    Heartlind                     $2,000 + tax

Motion Durhman, second Drenckhahn to hire Heartlind Trees for tree removal at a cost of $2,000 plus tax.  Approved 5-0-0.

 

 

8-B.  Manhole Heat Patches

Public Works Director Rick Lohmann asked Council for approval to have 75 heat patches installed on the manholes within the City.  Last year spray patching was tried without success.  Two bids were received:

                                                Fahrner Asphalt                      $90/patch

                                                Allied Infrared                        $153/patch

Motion Hinderaker, second Drenckhahn to approve hiring Fahrner Asphalt to install 75 patches for $90 per patch.  Approved 5-0-0.

 

8-C.  General Fund Transfers

Accountant Simonson requested the Council approve the following transfers to 435th Street (Fund 431). 

                                    $60,000 from Water Restricted (600)

                                    $40,000 from General Municipal Reserve (104)

Motion Hinderaker, second Durhman to transfer $60,000 from the Water Restricted Fund (600) and $40,000 from the General Municipal Reserve Fund (104) to the 435th Street Capital Project Fund (431).  Approved 5-0-0.

 

8-D.  Icing Sand Bid Approval

Lohmann asked the Council to approve a bid for icing sand from Schumacher Excavating.

Motion Durhman, second Hostager to approve purchase of 600 tons of icing sand from Schumacher excavating for a cost of $3,600.  Approved 4-0-0 (Drenckhahn absent).

 

Reports:

City Administrator Neil Jensen:

Informed the Council the landscaping around City Hall had been completed.  The MNDOT landscaping along the Highway 58 corridor is expected to occur on October 16th.  Evergreens will be planted in the spring.

 

City Accountant Kim Simonson:

Reported the new server had been ordered and data conversion for the new software had begun.

 

Public Works Director Rick Lohmann:

Told the Council the crosswalks had been painted.  He also reported there had been a water main break on East 12th Street.  It is the fifth break in eight years.  He is suggesting 800 feet of the street be added to the East Avenue project.  That part of the street is serviced by 4” water main.

 

Council member Dale Hinderaker:

Reported he has met with Craig Benson and will be meeting with him again on December 1st to check on the clean-up process.  He also told the Council that rising insurance premiums could necessitate the early renewal of the City’s insurance policy.
