CITY OF ZUMBROTA COUNCIL MEETING MINUTES

DECEMBER 5, 2013 6:00 P.M.    

 TOWN HALL

 

Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Rich Bauer; Council members Dale Hinderaker, Brad Drenckhahn and Tina Hostager and Sara Durhman.   Others present: City Administrator Neil Jensen, City Accountant Kim Simonson, Community Development Director Dan King, Public Works Director Rick Lohmann, Library Director James Hill, Officer Gene Leifeld, Jim Wedge, and NewsRecord Reporter Tara Chapa.

 

The meeting opened with the Pledge of Allegiance.

 

AMENDMENTS/ADOPTION OF AGENDA

Motion Drenckhahn, second Durhman to adopt the agenda.  Approved 5-0-0.

 

MINUTES

Motion Hinderaker second Drenckhahn, to approve the regular City Council meeting minutes of November 21, 2013.  Approved 4-0-1 (Durhman abstaining).

 

ACCOUNTS PAYABLE

Motion Hostager, second Durhman to approve the accounts payable of $20,665.75.

Approved 5-0-0.

 

PUBLIC HEARINGS/MEETINGS

Mayor Bauer opened a public hearing at 6:03 pm for discussion on the Final Budget and Levy.  Administrator Jensen highlighted some points within the budget.  For 2014 the State Legislature set levy limits.  Due to that the Council has kept the levy flat.  The Council reviewed graphs showing changes in tax base, construction and water and sewer rates.  Next year the goal is to target the removal of the storm water and street lighting fee.  The hearing was closed at 6:14 pm.

 

Unfinished Business:

7-A.  Fire Board Meeting Discussion

The Council reviewed the proposed fire agreement. There were a few changes highlighted.  One was the term of the contract and the opt-out clause.  Both need to be three years.  The other was to make the payments a one-time annual payment.  Pine Island Township has already delivered a signed copy.  Motion Hostager, second Durhman to approve the fire board joint powers agreement as amended.  Approved 5-0-0.

 

NEW BUSINESS;

8-A.  Final Budget Discussion

Jensen asked for questions.  There were none.  The budget will be voted on at the December 19th meeting.

 

8-B.  2014 Fee Schedule Review

Jensen presented the 2014 Fee Schedule.  Proposed changes are making the water turn on fee $100 year round, increasing the City Hall room rental fee to $40, increasing the water, sewer and infrastructure rates  and increasing the price of water meters.  The schedule will be voted on in January.

 

8-C.  2014 Snow Removal Rental Equipment Quotes

Public Works Director Lohmann asked Council to approve the following 2014 snow removal rental equipment quotes:

Motion Hinderaker, second Durhman to approve the 2014 snow removal equipment quotes.  Approved 5-0-0.

 

8-D.  COLA and Health Insurance Plan

Mayor Bauer and Council Member Hinderaker have been working on setting employee wages and health insurance.  Bauer recommended the Council approve a 2% raise in wages for the next four years and a .95% increase on the wages which need to be addressed for the pay study.  Hostager questioned whether the City should make that long of a commitment.  Bauer said he felt this would be favorably viewed for the police negotiations.  Bauer and Hinderaker also recommended the City insurance coverage should remain at the participation percentages of city payment of 100% for employee coverage and 55% for dependents.  The covered employees would be responsible for a deductible of $250 single and $500 family.  The health insurance plan would be for one year due to the volatility of the health insurance market.  Motion Drenckhahn, second Durhman to approve the COLA and health insurance plan.  Approved 5-0-0.

 

Reports:

City Administrator Neil Jensen:

Reported that Street Supervisor Mike Olson has begun.  Jensen also thanked Lohmann for his many years of service.

 

Community Development Director Dan King:

Reported he had attended a meeting with the Senate Bonding Committee to promote a $1.2 million request for the Goodhue Pioneer Trail to purchase land and continue construction on the bike trail. 

 

Public Works Director Rick Lohmann:

Thanked everyone for the opportunity to work at the City of Zumbrota.

 

Mayor Richard Bauer:

Thanked Lohmann for his years of service and asked Council to get back to him with any yearly appointment changes.

 

Council Member Dale Hinderaker:

Reported he had received a call from Craig Benson and he is eager set up a meeting to discuss his property’s compliance to the nuisance ordinance.  Hinderaker also stated he believes the EDA will begin wrapping up proposals for the Rochester sales tax money.

 

Council Member Brad Drenckhahn:

Thanked Lohmann for his years of service.
