MARCH 6, 2014

6:00 P.M.    



Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Dale Hinderaker, Tina Hostager, Brad Drenckhahn and Sara Durhman. Others present: City Administrator Neil Jensen, City Accountant Kim Simonson, Library Director James Hill, Police Chief Gary Selness, Community Development Director Dan King, City Attorney Matt Rockne, NewsRecord reporter Tara Chapa, Marie Marvin, Chief Marvin, Police Officer Gene Leifeld, County Commissioner Jim Bryant, Officer Gary Schroeder and representatives from Cub Scout Pack 59.


The meeting opened with the Pledge of Allegiance.



Motion Hinderaker, second Drenckhahn to adopt the agenda with the addition of item:           “8-D. Fire Truck Purchase”. Approved 5-0-0.



Motion Hinderaker, second Drenckhahn, to approve the regular City Council meeting minutes of February 20, 2014. Approved 4-0-1(Hostager abstaining).



Motion Hinderaker, second Durhman to approve the accounts payable of $26,414.74.

Approved 5-0-0.



County Commissioner Jim Bryant was present to give the Council an update on what is going on in Goodhue County. He said the County has been busy discussing frac sand mining and the implications and is gearing up for summer road projects. County Road 6 will be regraded from County Road 9 to County Road 1. An overpass will be installed at the dangerous Highway 52 and County Road 9 intersection. The construction of this overpass will begin in the spring and wind up in the fall.


Unfinished Business:



8-A. Street closure request from Marie Marvin, crossings at Carnegie

Marie Marvin was present to request East Avenue be closed June 27-29 for a garden show. East Avenue reconstruction will be going on but that should not be a factor in this block. She was told she would need four barricades with lights. Motion Durhman, second Hinderaker to approve the closure of East Avenue from 3rd to 4th Streets on June 27-29. Approved 5-0-0.



8-B. Planning and Commission and EDA Appointments

Motion Drenckhahn, second Hostager to approve the appointments of Todd Hammel to the Planning and Zoning Commission and Betty Jo Grothe to the EDA. Approved 5-0-0.


8-C. 2014 Covered Bridge Festival fireworks permit application

Motion Hinderaker, second Durhman to approve the 2014 Covered Bridge Festival fireworks permit application. Approved 5-0-0.


8-D. Fire Truck Purchase

The Zumbrota Fire Department sent an email requesting the Fire Board consider the purchase of a $326,000 fire truck which had become available. The truck will most likely be sold to another city which is considering purchase but Mayor Bauer asked Council if they would be in favor of participating in purchasing a vehicle like this. Hostager said she appreciates the Fire Department considering other more cost effective options for the new truck. Motion Drenckhahn, second Hostager to approve Mayor Bauer committing to the purchase of this fire truck if it becomes available. Approved 5-0-0.



City Administrator Neil Jensen:

Reported there are some issues which will need to be addressed at the WWTP in the next year:

    • The heat exchanger and boiler controls need to be replaced and put in a better environment
    • Three wastewater pumps need to be replaced and parts cannot be found.
    • The secondary digester cover needs to be fixed. This fix has been put off for several years but now the primary digester is filling up and the secondary needs to be brought back on line. He will speak with the engineers about this next week.


Service line freeze ups seem to be on the decline. Jensen complemented the Street crew on the excellent job they are doing keeping up with all the plowing and other issues. He said one of the trucks needs a fairly major repair. He also reported he, Bauer and Hinderaker had met with the Police Union and were hopeful of a tentative agreement.


Library Director James Hill:

Said the Zumbrota Reads event is kicking off this month.


Mayor Rich Bauer

Said there will be a Fire Board meeting on March 18th at 7:00 pm at which the fire truck purchase will be discussed. He passed out the evaluation form for the City Administrator and asked Council to fill them out and return them to him.


Council Tina Hostager:

Stated she will not be at the Fire Board meeting or the next Council meeting.


Council Member Sara Durhman:

Stated she will not be at the next Council meeting.
