COUNCIL MEETING MINUTES
JUNE 5, 2014
Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Dale Hinderaker, Tina Hostager, Sara Durhman and Brad Drenckhahn. Others present: City Administrator Neil Jensen, Police Chief Gary Selness, Community Development Director Dan King, City Attorney Matt Rockne, Library Director James Hill, City Accountant Kim Simonson, Police Officer Shannon Clemenson, Police Officer Rob Jarrett, Wastewater Treatment Plant Operator Ken Lee, Street Maintenance Worker Jeff Varner, NewsRecord Reporter Tawny Michaels, Ella Lee, Andrew Clemenson, Roxanne Bartsch, and Brian Haugen.
The meeting opened with the Pledge of Allegiance.
Motion Durhman, second Drenckhahn to adopt the agenda. Approved 5-0-0.
Motion Hinderaker, second Durhman, to approve the regular City Council meeting minutes of May 15, 2014. Approved 5-0-0.
Motion Durhman, second Drenckhahn to approve the accounts payable of $55,838.98.
Newly hired Police Officer Shannon Clemenson was present at the meeting to introduce herself and her husband Andrew to the Council. She expressed enthusiasm for the opportunity to work for the City of Zumbrota. The Council welcomed her.
7-A. Draft Request for Proposal to Update Comprehensive Plan/Strategic Plan/Brand
A proposal draft was presented to Council. Council stated they thought the plan was well written. Once the RFP is approved, proposals will be solicited and the Council will Review. The deadline for proposals will be July 15. Motion Hinderaker, second Durhman to authorize the request for proposal to update the comprehensive plan/strategic plan/brand. Approved 5-0-0.
8-A. 2014 Election Judge Approval:
The Election Judge list was presented to the Council. It is as follows

Motion Drenckhahn, second Hostager to approve the election judge roster. Approved 5-0-0.
8-B. Senior Wastewater Operator Resignation Approval
Senior Wastewater Operator Ken Lee was in attendance at the meeting to present his resignation effective June 30, 2014. Council thanked him for his 26 years of service. Motion Durhman, second Hostager to accept the resignation of Senior Wastewater Operator Ken Lee, effective June 30, 2014. Approved 5-0-0.
8-C. Wastewater Department Hiring Committee
Motion Hinderaker, second Hostager to set up a Wastewater Department hiring committee consisting of Mayor Bauer, Council Member Drenkhahn and City Administrator Jensen. Approved 5-0-0.
8-D. Street Department Hiring Committee
Motion Hinderaker, second Hostager to set up a Street Department hiring committee consisting of Mayor Bauer, Council Member Durhman and City Administrator Jensen. Approved 5-0-0.
8-E. 2015 General Fund Budget
Jensen informed the Council it is time to start thinking about the 2015 budget. He asked Council for input. Hinderaker and the Mayor stated they would like to see the Street Lighting Fee removed. No action was necessary at this time.
8-F. Public Works Department Radio Purchase
The Public Works Department radios are old and are starting to not function properly. Jensen proposed that seven digital radios be purchased (six for public works employees, one for City Hall) from Whitewater Wireless for $3677.50. Motion Durhman, second Drenkhahn to approve the purchase of seven radios from Whitewater Wireless for $3677.50. Approved 5-0-0.
8-G. Rock the Block
Roxanne Bartsch was present to request West 3rd Street be closed on Thursday, June 19th to use for Rock the Block. Only half the block would be closed to allow for Bank of Zumbrota traffic. Motion Hinderaker, second Durhman to approve the street closure for Rock the Block. Approved 5-0-0.
8-E. July City Council Meeting Schedule
Motion Durhman, second Drenkhahn to move the July City Council meetings to July 10th and 24th. Approved 5-0-0.
City Administrator Neil Jensen:
Jensen told the Council there had been a pre-con meeting for the East Avenue project earlier in the week. The project will not start until after July 4th but will still be finished by October 17th. The water looping project with Our Saviour’s church is nearing completion. He informed the group that the 435th Street project had been reseeded and erosion control had been put down. He is in the process of receiving some estimates for patching on Jefferson Avenue and crack sealing on Jefferson will be happening in July.
Mayor Rich Bauer:
Reminded those present the Covered Bridge Days parade will be on Main Street.
Council Member Brad Drenckhahn:
Stated the Park Board is looking for a new member.
Council Member Tina Hostager:
Told the Council she had been at the East Park for the Farmers’ Market and was delighted to see all the activity and the Fire Department there.
Council Member Sara Durhman:
Discussed the art display in the Council Chambers. The art will be featured on banners throughout downtown.
