CITY OF ZUMBROTA COUNCIL MEETING MINUTES
JANUARY 16, 2014
Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Dale Hinderaker, Brad Drenckhahn and Sara Durhman and Tina Hostager. Others present: City Administrator Neil Jensen, City Accountant Kim Simonson, Community Development Director Dan King, Library Director James Hill, City Attorney Matt Rockne, Roxanne Bartsch, Sandy Hadler and NewsRecord Reporter Tara Chapa.
The meeting opened with the Pledge of Allegiance.
AMENDMENTS/ADOPTION OF AGENDA
Motion Drenckhahn, second Durhman to adopt the agenda with the addition of item “8-E. Resolution 2014-04 Resolution Declaring Support of the Goodhue Pioneer Trail and the Provision of Capital Funding for MN State Trails. Approved 5-0-0.
Motion Hinderaker, second Drenckhahn, to approve the regular City Council meeting minutes of January 2, 2014. Approved 4-0-1 (Hostager abstaining).
Motion Drenckhahn, second Durhman to approve the accounts payable of $574,328.40.
7-A. Fire Board Meeting Discussion
Jensen provided the Council with copies of the joint powers agreement. Zumbrota Township had sent an email saying they had not approved the agreement because they would like a change to Section 6.2. Changes had been made to address this concern and will be brought to the January 22nd Fire Board meeting. Bauer is hoping the agreement and the budget with the capital equipment set aside of approximately $28,000 will be approved. Bauer also informed the Council that City staff will be taking over the secretary/treasurer duties of the Fire Board for a one year trial. The motion to have the City do this passed but Zumbrota Township voted against.
8-A. Resolution 2014-03 MNDOT Municipal Consent Goodhue County CSAH 10
Goodhue County will be resurfacing CSAH 10 this summer by Grover Auto to near Roscoe. Since the road passes through the City MNDOT needs this resolution of consent. Motion Hostager, second Drenckhahn to approve Resolution 2014-03 MNDOT Municipal consent Goodhue County CSAH 10. Approved 5-0-0.
8-B. Well #5 Quote Approval Bergerson-Caswell
The pump on Well #5 has been pulled and is in need of repairs. Bergerson-Caswell is asking for $22,857.00 to pull, repair and reinstall the pump. Motion Durhman, second Hostager to approve the quote from Bergerson – Caswell to repair Well #5 pump for $22,857. Approved 5-0-0.
8-C. 2013 Zumbrota Community Development Annual Report
Community Development Director King presented the 2013 Zumbrota Community Development Report to the Council. He highlighted some of the activity within the City. Eleven new homes were built and there were two major business additions; one for Zumbrota Ford and one for The Bridges. The Planning and Zoning Commission and the EDA had already approved the report. Motion Hinderaker, second Durhman to approve the 2013 Zumbrota Community Development Annual Report. Approved 5-0-0.
8-D. 2013 Audit Engagement Letter
The Council was asked to approve engaging Scanlon, Nietz and Murch for the 2013 audit. The audit price remains the same as last year. Motion Drenckhahn, second Hostager to approve the 2013 Audit Engagement Letter for Scanlon, Nietz and Murch. Approved 5-0-0.
8-E. Resolution 2014-04 Declaring Support of the Goodhue Pioneer Trail and the Provision of Capital Funding for MN State Trails
Roxanne Bartsch was on hand to request the Council sign a resolution of support for the extension of the Goodhue Pioneer Trail. This extension would go from the end of the trail north to Goodhue. Funding for this had been requested in 2009 but was denied. Bartsch said the City’s support along with the continued commitment and plans to develop a trailhead should be well received by legislators. Motion Durhman, second Hostager to approve Resolution 2014-04 Declaring Support of the Goodhue Pioneer Trail and the Provision of Capital Funding for MN State Trails. Approved 5-0-0.
City Administrator Neil Jensen:
Reported he had met with Bill Angermann to discuss the upcoming East Avenue project. The plans and specs are 75% done and will be brought to the Council in February. He also told the Council the jetter truck is in need of a tank replacement.
Community Development Director Dan King:
Informed the Council he had attended a meeting in Rochester discussing the destination medical center project and the impact it will have on surrounding communities. He also reported the EDA had received a number of requests for the Rochester sales tax money. These projects will be reviewed.
City Accountant Kim Simonson:
Reported that Wi-Fi was now up and operational in the Town Hall.
Mayor Rich Bauer:
Said he, Jensen and Hinderaker will be meeting with the Police Union on January 29th. He also requested the Council have a work session the first meeting in March and informed them of an upcoming meeting of Goodhue County Planning and Zoning.
