DECEMBER 4, 2014

6:00 P.M.



Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Rich Bauer; Council members Dale Hinderaker, Sara Durhman, Tina Hostager and Brad Drenckhahn; Others present: City Administrator Neil Jensen,  Community Development Director Dan King, City Attorney Matt Rockne, Library Director James Hill, Sandy Hadler, Brian Haugen, Police Chief Gary Selness, Police Chief Patrick Callahan, and NewsRecord reporter Tawny Michaels.  


The meeting opened with the Pledge of Allegiance.



Motion Durhman, second Drenckhahn to adopt the agenda.  Approved 5-0-0.



Motion Hinderaker, second Durhman, to approve the regular City Council meeting minutes of November 20, 2014.  Approved 5-0-0.



Motion Hostager, second Drenckhahn to approve the accounts payable of $181,303.98.

Approved 5-0-0.



6-A.  2015 Budget and Levy Hearing

The public hearing for the budget and levy was opened at 6:05.  Jensen explained the levy was increased by $16,753 which is a little over 1% from last year.  The hearing was closed at

6:12 pm.  No public comment was received.


Unfinished Business:

7-A.  DFA Wastewater Sampler Quote Approval

Public Works Director Olson had received two quotes for a new sampler for DFA.  The quotes from Hach Company and USA Bluebook were both for $6,270.  The samples taken will be split between the City and DFA.  Motion Drenckhahn, second Hostager to approve the purchase of a sampler from Hach Company for $6,270 plus shipping.  Approved 5-0-0. 


7-B.  Comprehensive Plan Update

Hostager, Durhman, Jensen and King met with Tina Goodroad of Loucks Associates to discuss the comprehensive plan update.  Hostager said she was pleased with the conversation.  Motion Hostager, second Durhman to approve entering into a contract with Loucks Associates to update the Comprehensive and Strategic Plans for an amount not to exceed $17,320 which includes the plan and the mapping.  Approved 5-0-0.



8-A.  2015 Budget and Levy Discussion

Mayor and City Council had no further discussion after the public hearing.


8-B.  2015 Fee Schedule/Set Public Hearing Jan. 8th 2015 @ 6:05

Motion Drenckhahn, second Hostager to set the 2015 Fee Schedule/Set Public Hearing for January 8th 2015 at 6:05 pm.  Approved 5-0-0.


8-C.  2015 Equipment Rental Rates

Olson brought the following quotes for equipment rental to the council:

Motion Hinderaker, second Hostager to approve the 2015 Equipment Rental Rates.

8-D.  Resolution 2014-14 Decertify Tax Increment Finance District 15

Fairview/Mayo Clinic has reached the expiration of their TIF District and will be eligible to be decertified on December 31, 2014.  This will add $8,727 to city taxes in 2015.  The district has paid $147,017 to Fairview/Mayo and $16,390 to the EDA in administration fees.  The EDA is recommending decertification.  Motion Hinderaker, second Durhman to approve Resolution 2014-14 Decertify Tax Increment District 15 Fairview / Mayo Clinic.  Approved 5-0-0.



  1. Reports

City Administrator Neil Jensen:

Informed the Council he had received a letter from representatives of DFA contesting the fines imposed on the October billing.  Jensen will be composing a response and spoke to the Council about not waiving the penalties.  Since doubling the fines in July there have been numerous violations and now a black sludge has been appearing at the wastewater treatment plant from DFA.  There was a significant incident over the weekend where the polymer tank ran dry and sludge at the plant dramatically increased.  Jensen stated that he will be invoicing DFA for the excess sludge from the 3 incidents over the last 2 months.   Discussion with DFA will be ongoing. 


Council Member Sara Durhman:

Reminded Council that Christmas in Zumbrota will be next weekend.
