CITY OF ZUMBROTA

COUNCIL MEETING MINUTES

NOVEMBER 20, 2014

6:00 P.M.

TOWN HALL

 

Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Rich Bauer; Council members Dale Hinderaker, Sara Durhman, Tina Hostager and Brad Drenckhahn; Others present: City Administrator Neil Jensen,  Community Development Director Dan King, City Attorney Matt Rockne, Library Director James Hill, Sandy Hadler, Brian Haugen, Police Chief Gary Selness, Police Chief Patrick Callahan, Police Officer Gary Schroeder, and Lucy Schwartz.  

 

The meeting opened with the Pledge of Allegiance.

 

AMENDMENTS/ADOPTION OF AGENDA

Motion Drenckhahn, second Durhman to adopt the agenda.  Approved 5-0-0.

 

MINUTES

Motion Hinderaker, second Durhman, to approve the regular City Council meeting minutes of November 6, 2014.  Approved 5-0-0.

 

ACCOUNTS PAYABLE

Motion Hinderaker, second Durhman to approve the accounts payable of $29,298.30.

Approved 5-0-0.

 

PUBLIC COMMENTS

 

Unfinished Business:

7-A.  DFA Wastewater Permit

Lucy Schwarz from DFA was present.   Jensen reported that City Staff and DFA staff had met to discuss the optimum location for the sampling equipment.  A location was agreed upon.  The DFA wastewater permit was tabled. 

 

7-B.  2015 Water and Sewer Budget and Conservation Rates

The conservation rate subcommittee met and came up with the following suggestions:

  • Increase sprinkler only rate from $1.93 to $2.93

  • Residential usage over 9,000 gallons would see an increase of 10%

    An increase to the sewer rates in 2015 will make the residential, commercial and industrial rates equal. The rates will increase for sewer at .30/ gallons for heavy industrial and .17/ 1000 gallons for residential and commercial. Water rates will increase .05 / 1000 gallons. Jensen requested that any comments be sent to him before the December 4th public hearing on the 2015 budget and levy.

     

     

     

    7-C. Comprehensive and Strategic Plan Update

    Approval for the comprehensive and strategic plan update was tabled until Durhman and Hostager can meet with Loucks regarding the item of branding. They also will discuss the need and cost of GIS mapping. Bauer would also like them to discuss the Goodhue County Urban Fringe and rural residential development.

 

NEW BUSINESS:

8-A.  Introduce Zumbrota Police Chief Patrick Callahan

New Police Chief Patrick Callahan was present to introduce himself to the Council and those present.  Callahan started his employment with the City on Monday, November 17th.

 

8-B.  Resolution 2014-13 Canvass 2014 General Election

Council members discussed the election results and found them to be true and accurate.

Motion Hostager, second Drenckhahn to approve Resolution 2014-13 Canvass 2014 General Election.  Approved 5-0-0.

 

8-C.  Certify Delinquent Bills to Taxes

City Accountant Kim Simonson had sent a memo to Council asking for the following delinquent bills to be certified to 2015 taxes

Any bills paid before December 1, 2014 will be removed from the list.  Motion Hostager, second Drenckhahn to certify the delinquent bills to taxes pending payment.  Approved 5-0-0.

 

8-D.  January 2015 City Council Meeting Changes

There is a conflict between the regularly scheduled January Council meeting and New Year’s Day.  Motion Durhman, second Drenckhahn to move the January City Council Meetings to January 8th and January 22nd.  Approved 5-0-0.

 

 

8-E.  Sludge Pumps WWTP Quote Approval

As discussed at the previous council meeting the sludge pumps at the WWTP have become obsolete and parts expensive.  Public Works Director Mike Olson requested the pumps be updated and replaced so staff can maintain then at a reasonable cost. 

Public Works Director Olson had received the following quotes for the sludge pumps:

Electric Pumps                                    $20,093

Minnesota Pump Works                     $27,994

Motion Drenckhahn, second Durhman to approve the quote from Electric Pumps for $20,093.  Approved 5-0-0.

 

  1. Reports

City Administrator Neil Jensen:

Gave an update on the East Avenue Project and there will be a change order forthcoming to address the unfinished project. 

 

Community Development Director Dan Kin:

Talked to the Council about the SMIF/CGI events and he outlined the projects that will be brought forward to the selection committee for funding. 

 

Council Member Sara Durhman:

Spoke about the Shop the Block Sock Hop.
