CITY OF ZUMBROTA
COUNCIL MEETING MINUTES
OCTOBER 2, 2014
Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Dale Hinderaker, Sara Durhman and Brad Drenckhahn; Absent: Tina Hostager. Others present: City Administrator Neil Jensen, City Accountant Kim Simonson, Community Development Director Dan King, Public Works Director Mike Olson, City Attorney Matt Rockne, Library Director James Hill, Brian Haugen and NewsRecord Reported Tawny Michaels.
The meeting opened with the Pledge of Allegiance.
Motion Drenckhahn, second Hinderaker to adopt the agenda with the addition of “8E – Boulevard Trees. Approved 4-0-0.
Motion Hinderaker, second Drenckhahn, to approve the regular City Council meeting minutes of September 18, 2014. Approved 4-0-0.
Motion Hinderaker, second Durhman, to approve the Work Session City Council meeting minutes of September 18, 2014 as amended. Approved 4-0-0.
Motion Durhman, second Hinderaker to approve the accounts payable of $93,279.95.
7-A. DFA Wastewater Permit
Jensen, Olson and Paul Zielsdorf met with Lucy Schwarz and an environmental specialist to discuss the DFA wastewater permit. In the past month there have been three days of fines. Durhman expressed concern about their lack of notification of impending spills to the City. Jensen said they had an explanation and would receive a double fine for failing to notify the City. Jensen also said communication has been discussed extensively.
7-B. 2015-2025 Reconstruction Plans
Council was presented with the 2015-2025 reconstruction plan. This plan was done in-house and is a guideline for future projects. Durhman asked why Jefferson Avenue had not been included. Jensen asked the Council for direction on how to proceed with Jefferson. Drenckhahn said he would be in favor of putting some money aside for that particular project yearly. Jensen said if that occurred it may be possible to do the project in sections. Durhman requested the Jefferson Avenue project be included in the plan. Jensen asked if the Council wanted to proceed with reserving the machine to seal cracks on Jefferson for next spring. Olson will get an estimate and bring it back to the Council. Bauer said the item will remain on the agenda.
8-A. Roof Replacement Wastewater Treatment Plant Control Building
The roof at the wastewater treatment facility is leaking. There are some concerns the existing roof may contain some asbestos. A sample has been taken and once the results are back it will be determined if the roof should be replaced or metal roof should be installed.
8-B. Painting Bid Approval (Wastewater Plant Clarifiers)
The following two bids were received for painting the clarifiers:
High Performance Coatings $13,750
Steve Ball $ 3,415
Motion Drenckhahn, second Hinderaker to approve the bid from Steve Ball for $3.415. Approved 4-0-0.
8-C. Zumbrota Health Services 1 Day Liquor License (October 23rd)
Zumbrota Health Services is requesting a one day liquor license to provide a glass of wine at their fundraising event to raise funds for interior furnishing for the new addition.
Motion Hinderaker, second Drenckhahn to approve Zumbrota Health Services 1 day liquor license valid October 23rd. Approved 4-0-0.
8-D. Resolution 2014-11 Charter Communications Consent to Transfer Control
Charter is merging with another company and this resolution needs to be approved in order for that to occur. Motion Drenckhahn, second Durhman to approve Resolution 2014-11 Charter Communications Consent to Transfer Control. Approved 4-0-0.
8-E. Boulevard Trees
The following two bids were received for removing dead or hazardous boulevard trees:
Murphy’s Tree Service $3,050
Heartlind Trees $1,600
Motion Hinderaker, second Durhman to approve the removal of the boulevard trees by Heartlind Trees for $1,600. Approved 4-0-0.
City Administrator Neil Jensen:
Told the council the LMC regional meeting will be at the Mantorville Golf Course not the Hubbell House.
Community Development Director Dan King:
Thanked Bauer and Drenckhahn for their attendance at the bike-about. SHIP representative Anderson will present the results at an upcoming meeting.
Public Works Director Mike Olson:
East Avenue is getting off temporary water. The curb and sidewalks will be coming soon. The wastewater treatment plant valving will be starting soon.
