CITY OF ZUMBROTA
COUNCIL MEETING MINUTES
AUGUST 21, 2014
Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Dale Hinderaker, Tina Hostager, Sara Durhman and Brad Drenckhahn. Others present: City Administrator Neil Jensen, City Accountant Kim Simonson, Community Development Director Dan King, City Attorney Matt Rockne, Library Director James Hill, Officer Gary Schroeder, Brian Haugen, and Tawny Michaels.
The meeting opened with the Pledge of Allegiance.
Motion Durhman, second Drenckhahn to adopt the agenda with the addition of item “8E. Comments on the Aurora Distributed Solar Energy Project and Zip Rail. Approved 5-0-0.
Motion Hinderaker, second Durhman, to approve the regular City Council meeting minutes of August 7, 2014. Approved 5-0-0.
Motion Hostager, second Durhman to approve the accounts payable of $149,132.50.
7-A. 2015 General Fund Budget Discussion
Jensen informed the Council the EDA had voted to increase the promotional line item within the EDA budget by $1500. This will necessitate increasing the levy by $1500. Hinderaker spoke about the large increase in health insurance costs. Bauer said that the increases are wiping out any gains in wages. Hostager said she would like to proceed for 2015 with the same format of the City paying 100% of employee premiums and 55% of dependent premiums. She also said she would like to see a committee set up to look at this early in 2015.
7-B. DFA Wastewater Permit
The DFA Wastewater permit is still in progress. Jensen has been in contact with Lucy Schwartz and will be speaking with Rick Lohmann and WWTP operator Paul Zielsdorf.
7-C. 2015-2025 Reconstruction Plans
No action is currently being taken.
8-A. Data Practice Policy (2)
Jensen presented a data practice policy to the Council. The State of Minnesota is mandating that all cities adopt a policy. Motion Hinderaker, second Hostager to approve the Data Practice Policy (2). Approved 5-0-0.
8-B. Zumbrota Towers Handicap Parking Request
The Zumbrota Towers has requested two handicap parking spots be put up near the Zumbrota Towers. One would be on East Avenue at the corner of East 4th Street and the other would be on East 5th Street on the corner of East Avenue. Motion Hinderaker, second Drenckhahn to approve the Zumbrota Towers Handicap Parking Request. Approved 5-0-0.
8-C. Resolution 2014-08 Allocating Dollars to ZAAC from the Rochester Sales Tax Revenue
The EDA voted to approve giving ZAAC $50,000 from the Rochester Sales Tax Revenue to make improvements to the State Theatre. Motion Drenckhahn, second Hinderaker to approve Resolution 2014-08 Allocating Dollars to ZAAC from the Rochester Sales Tax Revenue. Approved 5-0-0.
8-D. Downtown Business Group Street Closure Request
The Downtown Business Group requested that West 3rd Street be closed for ½ block on Thursday, August 28th for Rock the Block. Motion Hostager, second Drenckhahn to approve the Downtown Business Group Street Closure Request. Approved 5-0-0.
8-E. Comments on the Aurora Distributed Solar Energy Project and Zip Rail
Mayor Bauer presented a letter to the Council with comments on the proposed solar project. This letter is addressed to PUC and will be sent if approved by the Council. He also asked if Council would be interested in submitting a letter about the proposed Zip Rail. Drenckhahn stated he thought it would be good to be on the record as having some concerns. Staff was directed to draft a letter about the Zip Line echoing Goodhue County’s concerns. Motion Drenckhahn, second Hinderaker to send the letters with comments on the Aurora Distributed Solar Energy Project and Zip Rail. Approved 5-0-0.
City Administrator Neil Jensen:
Informed the Council that a preliminary estimate for resurfacing the trail within the front part of the Covered Bridge Park is $85,000. This does not include moving the portion of the trail with erosion issues. Also, he, Bill Angermann and Mike Olson had examined the trestle and it has been recommended it be closed to snowmobile and motorized travel and barricades erected. There was discussion about the effect to the snowmobile trail. Olson will discuss it with the snowmobile club. East Avenue is progressing and the sewer is being replaced at this time. It is the last week of the pool and the pool will be closing on Sunday. Crack sealing has been done on Jefferson. Milling on the high spots has yet to be done.
Mayor Richard Bauer:
Said he, Jensen and Drenckhahn will be interviewing for the WWTP position and the Police Chief position on Friday. They plan to narrow the police chief candidates to three or four and have them appear before the Council on September 3rd beginning at 5:00.
Council Member Sara Durhman:
Reminded the Council about Rock the Block on August 28th.
