CITY OF ZUMBROTA

COUNCIL MEETING MINUTES

NOVEMBER 19, 2015

6:00 P.M.

TOWN HALL

 

Pursuant to due call and notice thereof, Mayor Richard Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Council members Brad Drenckhahn, Dale Hinderaker, Sara Durhman, and Tina Hostager.   Others present: City Administrator Neil Jensen, Police Chief Pat Callahan, City Accountant Kim Simonson, City Attorney Matt Rockne, Community Development Director Dan King, Public Works Director Mike Olson, Library Director James Hill, Sig Scheurle (MPCA), Greg Isaacson (Goodhue County), Jim Wedge, Roberta Callahan, Sandy Hadler, Brian Haugen, and Tawny Michels

 

The meeting opened with the Pledge of Allegiance.

 

AMENDMENTS/ADOPTION OF AGENDA

Motion Drenckhahn, second Hinderaker to adopt the agenda.  Approved 5-0-0.

 

MINUTES

Motion Hinderaker, second Drenckhahn, to approve the meeting minutes of November 4, 2015.  Approved 5-0-0.

 

ACCOUNTS PAYABLE

Motion Hinderaker, second Durhman to approve the accounts payable of $131,491.52.

Approved 5-0-0.

PUBLIC HEARINGS/MEETINGS

 

Unfinished Business:

7-A.  Sewer and Water Budget Discussion

Jensen spoke about the sewer and water budget.  The sewer staff will be preparing a five year capital plan so future expenses can be accounted for in upcoming budget cycles. 

 

7-B.  Advanced Disposal Solid Waste Contract

The Council reviewed the solid waste contract.  All three landfill options were included in the contract.  The haulers would like a decision on where the waste will be disposed of so they can give accurate quotes to commercial businesses.  Rockne had reviewed the contract and said it is in order.  Motion Drenckhahn, second Durhman to approve the Contract for Collection, Transportation and Disposal of Refuse and Recycling for the City of Zumbrota with Advanced Disposal.  Approved 5-0-0.

 

 

 

7-C.  Gibson Sanitation Solid Waste Contract

A contract similar to the Advanced Disposal contract was written for Gibson Sanitation.  Gibson will serve as the second commercial waste hauler.  The same landfill guidelines will apply to both haulers.  Motion Drenckhahn, second Hinderaker to approve the Contract for Collection, Transportation and Disposal of Refuse and Recycling for the City of Zumbrota with Gibson Sanitation. Approved 5-0-0.

 

NEW BUSINESS:

8-A.  Solid Waste Discussion MPCA (Sig Scheurle)

Sig Scheurle, Planning Director from the Minnesota Pollution Control Agency, addressed the Council on the proposed mandate to send all solid waste made in Goodhue County to the Red Wing facility.  The State of Minnesota established the Waste Management Act which formed 88 entities that plan for solid waste.  The State then provides financial assistance to help areas move from a landfill based to a recovery based waste management system.  The MPCA has urged the City of Red Wing and Goodhue County to use the Red Wing Incinerator facility as a recovery facility which would then transport the fuel to Xcel to be used to feed the boiler and generate electricity.  This is all tied to funding of the cleanup of the Bench Street Landfill in Red Wing.  The ultimate goal is to get the landfill included in the Closed Landfill Program.  This would allow the site to be cleaned up and paid for by the State whereas; if the landfill does not get in the program the costs would be paid by Goodhue County residents.  Bauer asked Scheurle how much a closed landfill costs to mitigate.  Scheurle replied that he didn’t have an exact number but a recent landfill closing cost upwards of $11,000,000 with ongoing costs of approximately $100,000.  Durhman asked about the environmental impacts of burning.  Scheurle said there were permit limits but emissions at the Xcel plant have historically been well below their permit limits.  The Council thanked Scheurle and Isaacson for their time and the information they had shared.  

 

8-B.  Solid Waste Ordinance Amendment; an Ordinance Amending City Code Section 51.06, Subpart C, Licensed Collectors; Requirements; Limitations

The current ordinance allows for only one commercial waste hauler.  This amendment would allow for two.  Motion Hostager, second Drenckhahn to approve Solid Waste Ordinance Amendment; An Ordinance Amending City Code Section 51.06, Subpart C, Licensed Collectors; Requirements; Limitations.  Approved 5-0-0.

 

8-C.  2016 Tobacco License Renewal

Six Zumbrota Businesses had requested tobacco license renewal.  On June 8th two of the businesses (Guilty Goose Liquor Store and Casey’s General Store North) had failed the compliance check.  These businesses were provided with information on how to avoid selling tobacco to minors.

Motion Drenckhahn, second Durhman to certify the delinquent utility bills to taxes.  Approved 5-0-0.

 

8-F.  Sale of Forfeiture Property (Police Forfeiture Vehicle)

Chief Callahan asked for approval for the sale of a forfeited of a 2000 Chevrolet Prizm.  The car was offered for sale on MN Bid and has garnered a bid of $1,451.  Motion Drenckhahn, second Hinderaker to approve the sale of the forfeited 2000 Chevrolet Prizm for $1,451.   Approved 5-0-0.

 

8-G.  Reducing Redemption Period on Tax Forfeited Property at 225 Mill (Abandoned Property)

225 Mill appears to be an abandoned property and the Council was asked if they would like to reduce the redemption period of the property.  A typical redemption period is up to five years and reduction in the redemption period can be completed in five weeks.  City Attorney Rockne said he could research if the costs associated with reducing the redemption could be recovered.  Motion Hostager, second Durhman to reduce the redemption period on tax forfeited property at 225 Mill (Abandoned Property).

Approved 5-0-0.

 

8-H.  Set Public Hearing 2016 Fee Schedule December 17, 2015

Motion Hinderaker, second Drenckhahn to set a public hearing for the 2016 fee schedule on December 17, 2015 at 6:05 p.m.  Approved 5-0-0.

 

Reports:

City Administrator Neil Jensen:

Reminded the Council there will be a public hearing on the budget at the next meeting and the final levy will be certified on December 17th.

 

Police Chief Pat Callahan:

Informed the Council that it was his one year anniversary.

 

Council Member Tina Hostager:

Thanked the Police Department for the tour they gave the Cub Scouts on Tuesday evening.

 

The Zumbrota City Council meeting was adjourned at 7:00 p.m.
