SPECIAL MEETING APRIL 5, 2006 7:00 P.M.
BOARD OF APPEAL AND EQUALIZATION
Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 7:00 p.m. PRESENT: Mayor Bauer, Councilmembers Willard Eberhart, Betty Jo Grothe, Mike Feil, Absent Councilmember Borgschatz. Others present: City Administrator Neil Jensen, Goodhue County Assessor Brad Johnson, Goodhue County Appraiser Peggy Trebil.
Mayor Bauer explained the purpose of the Board of Appeals is to look at assessment values on city properties which will be used for taxes payable 2007. He introduced Brad Johnson and Peggy Trebil.
Brad Johnson explained the assessment process. Their goal is to have their appraisals be at full market value. State Statute mandates that they be at least 90% (but no more than 105%) assessed value to sales amounts for a district or the State will order changes. There were 53 residential sales for the year of 2005. Johnson stated that there has been an annual inflation increase each year for several years and there were two sections in town that seen an additional increase of 5% to 15% on there residential property. Commercial property also seen a slightly higher increase in valuations.
Johnson discussed valuations with the following residents:
Valuation increase from $158,000 to $181,700
Mr. Peterman requested that the adjusters compare the homes value of
Isaac Walton (Duane Finstuen)
Mr. Finstuen stated that he was at the BOE meeting last year and set up a meeting with Brad Johnson to review the
Ms. Schoenfelder presented pictures of the neighboring property that is extremely messy. It was stated that with a neighboring property looking the way it does that if the Schoenfelder’s were to put there house up for sale that they would be unable to receive the market value put on the property. Assessors requested a location deduction of 5% until the neighboring property is cleaned up.
Motion Grothe, second Feil to reduce the market value of
Valuation increase from $122,600 to $140,900.
Assessors will find comparables and do some research and report back with their findings.
Harris Rude, 304 North
Valuation increase $140,800 to $161,900. Assessors have set up a meeting next week to view the home and will report back.
Mark King, 4th and
Mr. King purchased the building in 1998 for $180,000 and the value jumped from $275,600 to $378,000 in 2006 / 2007. Mr. King has supplied the assessors with data and research to have a reassessment done. The assessors will review the data and report back.
Juergon and Charlotte VonKnobelsdorf, Commercial Building 278 Main Street South.
The VonKnobeldorfs questioned on how the valuations were determined on commercial property. Brad Johnson explained the 3 approaches to valuating commercial property. The value of the property is not being questioned it was the way the value is determined. No action taken.

Assessors set up a viewing and will report back.
The following attached letter listing property owners, not in attendance, expressed concern, or had questions that were answered. Appropriate properties would be entered as an appeal.
