          REGULAR MEETING     May 4, 2006   6:00 P.M.      TOWN HALL


Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Bauer, Councilmembers Willard Eberhart, Betty Jo Grothe, Doug Borgschatz, Michael Feil.  Others present: City Administrator Neil Jensen, City Accountant Kim Simonson, Public Works Director Rick Lohmann, Police Chief Gary Selness, City Attorney Matt Rockne, Police Officer Schroeder , Jim Wedge, Brian Haugen.


The meeting opened with the Pledge of Allegiance




               Motion Grothe, second Borgschatz, to adopt the agenda.  Carried 5-0-0.



            Motion Feil, second Eberhart, to approve the regular meeting minutes of 4/20/06. Carried         5-0-0





Motion Borgschatz, second Grothe to approve the accounts payable of $132,189.49.  Carried 5‑0‑0

Unfinished Business:


7-A  Police Department:

Police Chief Selness would like to advertise for a police officer eligibility list.  The listing would help expedite the hiring process if an opening for a police officer should occur.  The listing would be open for one year or until the list is exhausted. 


            Motion Borgschatz, second Grothe to approve the advertisement for a police officer      eligibility list.  Carried 5-0-0


New Business:


8-A:  Bituminous Patching Work Quotes:

Public Works Director Rick Lohmann received two quotes for bituminous paving of the north booster station and the walking trail at the back entrance to the park.  The north booster station paving was part of the purchase agreement with Mrs. Swenson and the walking trail was due in part to the 2005 flood.  Rochester Sand and Gravel quote was $11,945.00  and Road Contractors quote was $11,863.00.  With the small difference in quotes Rochester Sand and Gravel are in town and available.  Therefore, Public Works Director Rick Lohmann recommended the quote of Rochester Sand and Gravel for $11,945.00.


            Motion Grothe, second Eberhart to approve the quote of Rochester Sand and Gravel of            $11,945.00 for the Bituminous paving of the north booster station driveway and the             walking trail to the entrance of the park.  Carried 5-0-0


8-B:  Softball Fields Update:


Public Works Director Rick Lohmann reported that the McBroom Fence Co. has arrived and began installing the fence.  The public works crew was busy installing the sewer and water to the future concession stand and Schumacher Excavating were busy hauling rock for the parking lot.



 8-C.  2005 Reconstruction Update.

Public Works Director Rick Lohmann reported that the sewer and water is installed on portions of West Avenue and storm sewer is being started. Councilmember Feil stated that the small utilities and Schumacher Excavating will need to coordinate the installation of electric and telephone cables. Public Works Director Rick Lohmann stated that some trees need to be cut down and that excel energy will help top them from the electric wires.


8-D.  Pool Repair Update:


The pool has been painted and the cove tile will be installed next week.  The lifeguards will start to paint the two buildings.   


8-E.  Dust Control Quote Goodhue County:


Goodhue County is performing dust control again this year. The city will be doing less footage but the cost of liquid chloride has went up. The areas to be covered are

1.                  East 9th Street 680 feet

2.                  180th Avenue from edge of bituminous to Wedgewood 500 feet

3.                  Walnut Street 883 feet

4.                  435th Street from County 6 to Fred Groth 545 Feet and then 3 house locations on road.

5.                  Mill Street 390 feet

6.                  St Paul Road Bowling Alley to end of St. Paul Road 645 feet

7.                  South end of West Ave 300 feet


            Motion Borgschatz, second Grothe to approve the application of liquid chloride to the   above locations at a cost of approximately $2,000.00.  Carried 5-0-0




City Administrator Neil Jensen:

Administrator Jensen reported that a Covered Bridge Estates Developer’s Agreement will be sent out in the next week for their review. 



City Accountant Kim Simonson:

Reported that the Auditors were here last week and the field audit is complete.


Public Works Director Rick Lohmann:

Police Chief Selness:

No report


City Engineer Bill Angerman:

No report


City Attorney Matt Rockne:

Reported that in the next meeting the council should receive a devlopers agreement and a revised assessemnt policy.  The council will also be expected to act on the PUD request for Grover Auto area.


Mayor Bauer:

Reported that he will be visiting Minneola and Zumbrota Township meetings in the next month or so.


Mayor Bauer adjourned the meeting at 6:20 p.m.
