                         CITY OF ZUMBROTA CITY COUNCIL MINUTES

          REGULAR MEETING     April 6, 2006   6:00 P.M.      TOWN HALL

 

Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Bauer, Councilmembers Willard Eberhart, Betty Jo Grothe, Michael Feil, Absent Doug Borgschatz.  Others present: City Administrator Neil Jensen, Police Chief Gary Selness, City Attorney Matt Rockne, City Engineer Bill Angerman, Jim Wedge, Jeff Pera, Paul Qualy, Rosella Staub.

 

The meeting opened with the Pledge of Allegiance.

 

AMENDMENTS/ADOPTION OF AGENDA

 

               Motion Grothe, second Eberhart, to adopt the agenda.  Carried 4-0-0.

 

MINUTES

            Motion Grothe, second Eberhart, to approve the regular meeting minutes of 3/16/06.     Carried 4-0-0

            Motion Eberhart, Second Feil to approve the special meeting minutes on March 22, 2006. Carried 3-0-1 (Grothe)

ACCOUNTS PAYABLE

 

Motion Feil, second Eberhart to approve the accounts payable of $64,662.13.  Carried 4‑0‑0

 

PUBLIC COMMENT:

Paul Qualy commented on the number of units on the old Grover Auto Site and the reconstruction loan.

 

Unfinished Business:

 

7-A  Police Department:

Mayor Bauer reported that the negotiating committee will be meeting with the union and Bureau of Mediation Services to try and work out the union contract.  The meeting is scheduled for April 20th at 1:30.

 

New Business:

 

8-A:  Spring Clean-up Waste Management:

 

City Administrator Neil Jensen reported that Waste Management will be holding a spring clean-up on April 29th from 8 a.m. to 4:00 p.m.  Residents can bring unwanted garbage free of charge to a designated area to dispose of it.  There will be a charge for tires and appliances.  A notice will be put in the News Record to make the public informed.

 

8-B  Resolution 2006-06 Declaring Adequacy of Petition and Ordering Preparation of Report on 14th Street. 

 

A petition was filed with the clerk for improvements on 14th Street East.  The petition calls for bituminous pavement, curb and gutter.  The petition was signed by over 35% of the residents abutting the proposed street.  The council instructed City Engineers WHKS to draft a feasibility report.

 

            Motion Grothe, second Eberhart to approve Resolution 2006-06 Declaring Adequacy of          Petition and Ordering Preparation of Report on 14th Street.  Carried 4-0-0

 

 8-C.  Resolution 2006-07 Declaring Adequacy of Petition and Ordering Preparation of Report St. Paul Road:

 

A petition was filed with the clerk for improvements on St Paul Road from the bridge to Warren Avenue. The petition included water, sewer, storm sewer and street.  There was confusion on the legitimacy of a signature. After review by City Attorney Matt Rockne the petition was still valid with the signature removed. The council instructed City Engineers WHKS to draft a feasibility report.  

            Motion Grothe, second Eberhart to approve Resolution 2006-07 Declaring Adequacy of          Petition and Ordering Preparation of Report St. Paul Road.   Carried 4-0-0

 

 

8-D.  Goodhue County Underage Drinking Mutual Aid Agreement:

 

Police Chief Selness reported that Goodhue County Chemical Health Initiative has obtained a $5,000.00 grant to combat underage drinking and those that provide alcohol to minors.  The grant provides initial training for the officers and the remaining funds will be for overtime pay for the officers on the task force.  The grant runs through September 30, 2006.  The mutual aid agreement is for the agencies involved in the grant.

 

            Motion Eberhart, second Grothe to approve the Goodhue County Underage Drinking   Mutual Aid Agreement.  Carried 4-0-0

 

 

8-E.  Brush Grinding Quote Approval:

 

Public Works Director Rick Lohmann requested quotes for grinding the brush pile from Hathaway Tree Service and Dakota Wood-Grinding.  Dakota Wood-Grinding was the only quote received and submitted a quote of $8,800.00.  This is an increase of $700.00 from last year.

 

            Motion Grothe, second Feil to approve the brush grinding quote of Dakota Wood-       Grinding for $8,800.00.  Carried 4-0-0

 

 

 

 

8-F  Resolution 2006-08 Approving Bonds 2005 Reconstruction Project

 

David Drown from Drown and Associates was present to explain the bond sale for the 2005 Reconstruction Project. The city bid $1,475,000 General Obligation Reconstruction Bonds Series 2006B.  There were four bidders for the bonds. They were as follows:

 

            United Bankers’ Bank

            w / Bank of Zumbrota                           4.1914%

 

            Cronin and Company                            4.2256%

 

            Northland Securities                             4.3721%

 

            RBC Capital Markets                           4.4807%

 

The city maintained the A-3  Moody’s bond rating which is a very good rating for cities the size of Zumbrota stated David Drown.   The sale came in under estimates with United Bankers’ Bank w / Bank of Zumbrota the lowest bid at 4.1914%.

 

            Motion Grothe, second Eberhart to approve Resolution 2006-08 Providing for the        issuance and sale of $1,475,000 General Obligation Street Reconstruction and Utility           Revenue Bonds. Carried 4-0-0

 

8-G  Lawn Mowing Contract (Bid) Approval

 

Garry’s Lawn Service submitted a bid for the mowing of city parks and other properties.  He has withdrawn his current bid.  Councilmember Eberhart questioned if we had a 2 year contract for his services.  Mayor Bauer stated he would contact Garry to see if he would reconsider and find out if something is wrong. It was stated that we should advertise for the mowing services.

 

            Motion Eberhart, second Feil to advertise for mowing services for the City of Zumbrota.            Carried 4-0-0

 

8-H  Community Development Director Position:

 

The applicant who was offered the Community Development Director position has declined the position.  The council has decided to advertise the position and start the process over.

 

            Motion Grothe, second Feil to advertise for a Community Development Director.          Carried 4-0-0

Public Works Director Rick Lohmann:

Public Works Director Rick Lohmann reported that the 2005 Street Reconstruction Project will begin Monday April 10th.

 

Police Chief Selness:

Police Chief Selness reported that he attended an 800 MGHZ upgrade meeting. The county is still working on the plans and are uncertain if they will make the upgrade.

 

City Engineer Bill Angerman:

City Engineer Bill Angerman reported the he had a meeting with Bigelow Enterprise on the Highlands 4th Addition and are working out the details for several of the issues. 

 

Mayor Bauer adjourned the meeting at 7:10 p.m.
