REGULAR MEETING August 17, 2006 6:00 P.M. TOWN HALL
Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Bauer, Councilmembers Willard Eberhart, Doug Borgschatz, Michael Feil, Betty Jo Grothe. Others present: City Administrator Neil Jensen, City Accountant Kim Simonson, Public Works Director Rick Lohmann, Police Chief Gary Selness, City Attorney Matt Rockne, News Reporter Sandy Hadler, Jim Wedge, Steve Sviggum.
The meeting opened with the Pledge of Allegiance.
Mayor Bauer requested the addition of Page Building Discussion.
Motion Grothe, second Eberhart, to adopt the agenda as amended. Carried 5-0-0.
Motion Borgschatz, second Feil, to approve the regular meeting minutes of 8/03/06. Carried 5-0-0
Motion Grothe, second Eberhart to approve the accounts payable of $33,109.94. Carried 5‑0‑0
Speaker of the House Steve Sviggum gave a review of the last legislative session and touched on issues such as annexation, Local Government Aid, tort reform, transportation, JobZ Zones, Pioneer Trail funding and a possible LCMR Grant for trail construction. The council thanked Mr. Sviggum for his update and attendance.
7-A Police department:
Mayor Bauer reported that Mr. Collette has dropped his wrongful termination case against the city. There was no update on the union contract except that it is being worked on and that the background packets for the police officer finalists have been returned.
Public Works Director Rick Lohmann presented quotes for the West Avenue Street Lights. The quotes consisted of the following:
Mountain States Lighting $18,590.00
RL Mlazgar Associates $19,995.00
Mr. Electric $14,870.00
Infra Source $44,200.00
Public Works Director Rick Lohmann recommended the acceptance of Mountain States Lighting and Mr. Electric quotes.
Motion Borgschatz, second Grothe to approve the West Avenue Street Lights quote of Mountain States Lighting at the cost of $18,590.00 and Mr. Electric at the cost of $14,870.00. Carried 5-0-0
7-C 2007 Budget Draft Discussion:
City Administrator Neil Jensen presented the final preliminary budget for the council’s review. He requested input on the budget from the council. Councilmember Eberhart stated that the Fire Department will be looking to update equipment in the future and that the city should be aware of the situation. After no other questions City Administrator Neil Jensen stated that this would be the final preliminary budget and he would bring back the resolution for approval at the next council meeting.
8-A. Hiawatha Transit Project Update:
City Administrator Neil Jensen reported that all of the cities that were previously interested in the transit project have declined to participate. Mr. Jensen requested that the transit levy stay in the preliminary budget so he can discuss the project with Three Rivers. When the final projected costs of the pilot project are complete they will be brought back for consideration.

8-C. Set Truth and Taxation Meeting Dates:
The City of
Motion Grothe, second Feil to set the Truth and Taxation public hearing for November 30th at 5:30 and the continuation for December 14th at 5:30. Carried 5- 0-0
Mayor Bauer reported to the council that the EDA is looking at selling the
City Administrator Neil Jensen:
City Administrator Neil Jensen reported that there will be a public hearing in regards to the proposed mixed use zoning amendment in the historic “Hamlets” of
Community Development Director:
Community Development Director Dan King stated that he has been working on the Grover Auto and
Public Works Director:
Public Works Director Rick Lohmann reported on the progress of the 2005 Reconstruction Project .
Mayor Bauer requested the council to consider a work session for the September 21st meeting and if they had any topics to discuss let him know.
Councilmember Borgschatz thanked the Goodhue County Fair for the wonderful event they put on and the street department for the work they did for the parade.
Councilmember Feil questioned the progress of Covered Bridge Estates and if they were still going to proceed.
Mayor Bauer adjourned at 6:58.
