April 6, 2006 Council Work Session

 

CITY OF ZUMBROTA  CITY COUNCIL

WORK SESSION  APRIL 6, 2006  5:00 P.M.

TOWN HALL, 175 WEST AVENUE

 

Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council Work Session to order at 5:00 p.m.  PRESENT:  Mayor Bauer, Councilmembers Willard Eberhart, Betty Jo Grothe, Mike Feil, Absent Councilmember Borgschatz. Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann

 

Motion Eberhart, second Grothe to approve the agenda as presented.  Carried 4-0-0

 

1.                  Tax Increment Financing:

Discussion was held on the consideration of Tax Increment Financing. Issues presented for discussion were should TIF be offered if there is competition with other area businesses of similar services or products.  Council were not interested in supplying subsidies for new businesses like TIF if other like businesses exist.  The idea of tying TIF subsidy to the number of jobs created was discussed and was well received. Councilmembers feel taxable market value  is a important piece to consider when offering TIF.  The larger the taxable market value the larger the tax revenue will be when the TIF District is decertified.  Improving blighted areas in the city with the option of TIF is a good tool and has been used by the city.  The council believes displacing the downtown businesses district should be avoided and if supplying  TIF creates this opportunity the council would not be in favor. 

 

2.                  Union Negotiations (Police Department)

Several items are on the table between the police union and the negotiating committee.  Seniority, call back and on call pay, and shift differential were the items discussed.

 

3.                  Community Development Director Position.

The council will discuss this at the council meeting. 

 

     4.         Water Sprinkler Rates    

The city has went to monthly water and sewer bills and staff would like to the council to consider options for water sprinkler rates.  Staff presented options that area cities do for people that water their yards during the summer months.  Discussion was held as to what would work best for calculation of billings.  This issue will be on an upcoming council agenda. 

 

Mayor Bauer adjourned the meeting 6:01 p.m..
