March 4 Council Minutes






MARCH 4, 2010 6:00 P.M.    



Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Rich Bauer; Council members Doug Borgschatz, Betty Jo Grothe, Dale Hinderaker and Sara Nygaard. Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann, Community Development Director Dan King, City Accountant Kim Simonson, Police Chief Gary Selness, City Attorney Matt Rockne, Library Director James Hill , City Engineer Bill Angermann, Park Board Chair Brad Drenkhahn, Jim Wedge, Brian Haugen, Goodhue County Commissioner Jim Bryant and NewsRecord Reporter Sandy Hadler.


The meeting opened with the Pledge of Allegiance.



Motion Hinderaker, second Grothe to adopt the agenda.  Approved 5-0-0.



Motion Hinderaker, second Nygaard, to approve the regular meeting minutes of  

February 18, 2010.  Approved 5-0-0.



Motion Hinderaker, second Borgschatz to approve the accounts payable of $16,918.40.  Approved 5-0-0.


Public Comment: 

Goodhue County Commissioner Jim Bryant was in attendance to say hello to the Council and get any input they wanted to give him.  He reminded the Council there is a City/County meeting scheduled for March 30th at the VFW in Zumbrota and encouraged them to attend.  He informed the Council the County was in the same kind of funding predicament that cities are finding themselves in.  He also feels LGA will be eliminated and said the County had just approved bond sales to pay for road projects.  He also said there are ongoing meetings regarding the wind power projects which are ramping up in the area.  Bryant was asked if he would be a proponent of the two mile buffer from wind turbines Zumbrota is requesting to allow for and maintain growth.  Bryant stated he was keeping an open mind and was here to listen to what the constituents had to say.  He thanked the Council for their time.

8-A.  Resolution 2010-06 Approving Plans and Specs 1st Ave and Ordering Advertisement for bids. 

City Engineer Bill Angermann presented the scope of the 1st Avenue project to the Council.  The project will run along 1st Avenue between Fifth and Eighth Streets.  Angermann was requesting the Council approve the plans so bids can be let on April 8th with the contract to be awarded on April 15th.  The blacktop will be reclaimed, new water main will be installed, a water main currently under a residence will be abandoned and sanitary sewer will be extended from the water main to behind the curb.  Seventeen water services will be affected.  On February 25th there was a public meeting with the residents and only two residents were present.  The project would begin after the Festival and be complete by August 31st. 


Motion Grothe, second Hinderaker to approve Resolution 2010-06 Approving Plans and Specifications and Ordering Advertisement for Bids 1st Ave East.  Approved 5-0-0.


8-B.  Zumbrota 2009 Annual Report (Community Development)

Community Director Dan King presented his annual report to the Council.  McDonalds and Memory Makers were/are being built. Kennedy Bus Lines and Dairy Farmers of America had some renovations done and 13 residences were built.  Not a huge year but better than anticipated.  Motion Borgschatz, second Nygaard to approve the 2009 Annual Report and 2010 Action Plan.  Approved 5-0-0.


Community Development Director Dan King;

Reported that Planning and Zoning Committee will be discussing an ordinance regarding a moratorium on small wind energy turbines within the city limits. 


Mayor Rich Bauer;

Requested “Covered Bridge Transportation” be put on the next agenda.


Council Member Doug Borgschatz;

Introduced Brad Drenkhahn as President of the Park Board.  He also reported Kevin Kish is asking to be allowed to create community gardens on the east side of Highway 58 south of the ball fields.
