CITY OF ZUMBROTA COUNCIL MEETING MINUTES

SEPTEMBER 2, 2010 6:00 P.M.    

 TOWN HALL

 

Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Rich Bauer; Council members Dale Hinderaker and Sara Nygaard. Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann, Community Development Director Dan King, City Accountant Kim Simonson, Police Chief Gary Selness, City Attorney Matt Rockne, Library Director James Hill, Brian Haugen, Cal Fulton and NewsRecord Reporter Sandy Hadler.  Absent: Betty Jo Grothe and Doug Borgschatz.

 

The meeting opened with the Pledge of Allegiance.

 

AMENDMENTS/ADOPTION OF AGENDA

Motion Hinderaker, second Nygaard to adopt the agenda with the addition of item 8e. Sheriff Posse Request to Cross the Covered Bridge.  Approved 3-0-0.

 

MINUTES

Motion Hinderaker, second Nygaard, to approve the regular meeting minutes of

August 19, 2010.  Approved 3-0-0.

 

ACCOUNTS PAYABLE

Motion Nygaard, second Hinderaker to approve the accounts payable of $33,052.91. 

Approved 3-0-0.

7-a. Resolution 2010-16 Approving 2011 Proposed Budget and Levy

The State has mandated the library maintenance of effort be raised by $12,341.  Mayor Bauer stated this was difficult to do because all other departments were cutting.  He would like to schedule a meeting with the Library Board to discuss this.  Although the State can mandate the increase, the Library Board can decide not to accept it.  Bauer suggested the levy be approved with the possibility of reducing it by $12,341.  Motion Nygaard, second Hinderaker to approve Resolution 2010-16 Approving 2011 Proposed Budget and Levy:

NEW BUSINESS;

 

8-A.  Highway 58 Bridge Proclamation

The projected opening of the new Highway 58 Bridge is scheduled for September 17th with a ribbon cutting and a symbolic walk of the area veterans across the bridge.  Motion Hinderaker, second Nygaard to approve the following proclamation:

 

PROCLAMATION NUMBER 2010-01

 

A PROCLAMATION DEDICATING MN DEPARTMENT OF TRANSPORTATION (MNDOT) TRUNK HIGHWAY 58 BRIDGE NO. #5188 THE ZUMBROTA VETERANS MEMORIAL BRIDGE IN HONOR OF ZUMBROTA AMERICAN LEGION POST 183 AND ZUMBROTA VETERANS OF FOREIGN WARS STARY-YERKA POST 5727.

Approved 3-0-0.

 

8-B.  Storm Water Repairs

Public Works Director Rick Lohmann requested two storm water repairs be approved.  The first is to rebuild a catch basin on North Star Drive at an estimate of $2,000.  The second it so do storm sewer repair and trail grading by Zumbrota Ford.  The cost of this repair is estimated at $11,000 not including the paving of the trail.   Motion Nygaard, second Hinderaker to approve the two storm water repairs not to exceed $2,000 and $11,000.  Approved 3-0-0.

 

8-C.  Crack Sealing Approval

Public Works Director Lohmann asked for approval to apply approximately 7,000 pounds of crack seal at a cost of $1.41 per pound for the yearly round of crack sealing.  Motion Hinderaker, second Nygaard to approve the crack sealing of approximately 7,000 pounds of crack seal at a cost of $1.41 per pound.  Approved 3-0-0.

 

8-D.  Conduit Debt Issuance Policy Approval

Tabled.

 

8-E.  Sheriff Posse Request to Cross Covered Bridge

Cal Fulton of the Goodhue County Sheriffs’ Posse was present to ask for permission for the Sheriffs’ Youth Wagon Train to cross the Covered Bridge during the weekend of September 9-11.  Since the Highway 58 Bridge is out this is the only crossing which does not take them miles out of the way.  Council member Nygaard requested that all horse manure be cleaned up off the trail and bridge.  Motion Hinderaker, second Nygaard to allow the Goodhue County Sheriffs’ Posse to cross the Covered Bridge on the weekend of September 9-11.  Approved 3-0-0.

 

Reports;

 

City Administrator Neil Jensen

Reported the anticipated opening date for the Highway 58 Bridge is September 17th.

 

Public Works Director Rich Lohmann;

Reported the digester at the WWTP had been cleaned out.  The interior bolts have rusted and there are repairs needed as well as new piping.  He will look into options for repairs and present them at a later date.  He also reported on the 1st Avenue Project.  Heavy rains have delayed the blacktopping. 

 

Community Development Director Dan King;

Reminded the Council the ribbon cutting at the New McDonald’s will be tomorrow.

 

Mayor Rich Bauer;

Reported he, Jensen and Borgschatz had an initial meeting with the police union.

 

Council Member Sara Nygaard;

Commented she had been to the new McDonald’s and it looked to be a nice facility.
