Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Doug Borgschatz, Betty Jo Grothe, Dale Hinderaker and Sara Nygaard. Others present: City Administrator
The meeting opened with the Pledge of Allegiance.
Motion Borgschatz, second Nygaard to adopt the agenda of April 2, 2009. Approved 5-0-0.
Motion Hinderaker, second Grothe, to approve the regular meeting minutes of March 19, 2009. Approved 5-0-0.
Motion Nygaard, second Hinderaker to approve the accounts payable of $3,898.76.
8-A. Zumbrota Chemical Health Initiative Proclamation
Elizabeth Burkhardt of the Chemical Health Initiative, along with Officer Gene Leifeld asked the Council to make the Zumbrota Chemical Health Initiative Proclamation. Motion Grothe, second Borgschatz to approve the Zumbrota Chemical Health Initiative Proclamation.
8-B. Dare Proclamation
Officer Gene Leifeld asked the Council and Mayor Bauer to proclaim Wednesday, April 8, 2009, as DARE Day. Officer Leifeld has taught the DARE curriculum in the schools for the past 12 years. Mayor Bauer thanked Leifeld for his years of service with the DARE program. Motion Grothe, second Hinderaker. Approved 5-0-0.
8-C. 1 Day Liquor License Approval (Rotary)
The Rotary Club is requesting approval for a one day liquor license for June 13th. This license is the 140th Covered Bridge Birthday Party. Motion Hinderaker, second Borgschatz to approve the June 13, 2009, one day liquor license for the Rotary. Approved 5-0-0.
8-D. Approve Fireworks Permit Application
Motion Grothe, second Nygaard to approve the fireworks permit for the June 20th Covered Bridge Festival. Approved 5-0-0.
8-E. 2008 Budget Transfer Corrections
Seal Coat Fund $42,500.00
Capital Equipment $ 6,500.00 (Street Transfer)
Capital Projects Restricted $22,500.00 (Fire truck $15,000, squad $7,500)
Sidewalk $ 7,500.00
Reminded the Council there will be a Board of Equalization meeting on Wednesday, April 8th at 5:30 pm. He also stated there will be a work session prior to the April 16th Council meeting. Tentative topics will be park and pool issues, library funding and budget discussion.
City Accountant Kim Simonson;
Reported the auditors will be in the office on April 20th.
Public Works Director Rich Lohmann;
Stated the trickling filter at the WWTP is up and running. City employees were able to do the installation themselves which saved the City approximately $3,500.
Police Chief Gary Selness;
Said the mobile computers are in and are being installed.
Mayor Rich Bauer;
Reported he is interested to see the turnout at the Board of Equalization meeting because there have been many swings in property values.
