Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Rich Bauer; Council members Dale Hinderaker, Sara Nygaard, Tina Hostager and Brad Drenckhahn. Others present: City Administrator Neil Jensen, Public Works Director Rick Lohmann, Community Development Director Dan King, City Accountant Kim Simonson, Police Chief Gary Selness, Library Director James Hill, Jim Wedge, Brian Haugen, Officer Gene Leifeld, Jerry Mosley and NewsRecord Reporter Sandy Hadler.


The meeting opened with the Pledge of Allegiance.



Motion Nygaard, second Hinderaker to adopt the agenda.  Approved 5-0-0.



Motion Hinderaker, second Drenckhahn, to approve the Board of Equalization meeting minutes of April 18, 2011.  Approved 5-0-0.


Motion Hostager, second Nygaard, to approve the regular meeting minutes of April 21, 2011, as amended.  Approved 5-0-0.



Motion Hinderaker, second Nygaard to approve the accounts payable of $26,982.62. 

Approved 5-0-0.

8-A.  Joint Powers Agreement Roscoe Township 460th Street

Mayor Bauer and Council Member Drenckhahn have been meeting with Roscoe Township to discuss cost sharing on 460th Street.  Dave O’Brien provided copies of the last three years of expenses for review to determine estimates.  After considering those costs it was determined a fair cost sharing amount for the City is $750 per year.  This does not include any culvert repair.  Those costs would be over and above and be shared 50-50.   Council Member Hinderaker asked if Roscoe Township was happy with the proposed agreement and Drenckhahn replied they were.  Motion Hostager, second Drenckhahn to approve the Joint Powers Agreement between the City of Zumbrota and Roscoe Township.  Approved 5-0-0.


8-B.  One Day 3.2 Beer License (Covered Bridge Festival)

Motion Hinderaker, second Nygaard to approve the Covered Bridge Riders’ one day 3.2 beer license valid from June 18, 2011, to 1:00am June 19, 2011.  Approved 5-0-0.


8-C.  Alley Repair East 2nd to East 3rd Street

Public Works Director Lohmann spoke to the Council regarding the proposed alley repair from East 2nd to East 3rd Streets.  Aslakson’s Blacktopping is recommending a concrete curb be installed along the east side to extend the life of the alley.  Ace Hardware has agreed to install a tile to direct their storm water run-off to the storm drain.  Motion Nygaard, second Drenckhahn to approve the following quote for the alley repair from East 2nd Street to East 3rd Street (East of Main Street):


Schumacher Excavating                        $5,775.00

Aslakson’s Blacktopping Service          $9,667.84

ICI (Doing curb and gutter)                   $3,290.00

                        Total                          $18,732.84

Approved 5-0-0.


8-D.  WWTP Rip-Rap              

Public Works Director Lohmann presented a memo to the Council requesting to have the rip-rap replaced along Pond 4 to extend the life of the pond.  Ponds 1 and 2 have been done previously and are holding up very well.  Schumacher Excavating is estimating the cost of rip-rap to be $11,280.00.  Additional soil will be brought in to fill in erosion around the pond at a cost of $8.00 per yard.  Motion Hinderaker, second Hostager to approve the rip-rapping of Pond 4 at a cost of $11,280.00 plus soil work at $8.00 per yard.  Approved 5-0-0.




City Administrator Neil Jensen

Gave the Council an update on the FEMA process.  The City has started some repairs, ordered equipment lost in the flood, completed landscaping at Kids Kingdom and the Skateboard Park.  The campground is up and running, the Lion’s shelter has been cleaned, the debris has been cleaned up and the new soccer goals are in.  Next week picnic tables will be delivered.  Some FEMA money has been received.  Jensen will be updating the Council on additional progress in the future. 


City Accountant Kim Simonson;

Reported the field work for the audit was completed last week.


Community Development Director Dan King;

Told the Council the target date to paint Kids Kingdom with the Picture It Painted Grant is May 20th at 10:00 am.  Volunteers are needed.


Police Chief Gary Selness;

Reported the City of Zumbrota had hosted a drug take back event last Saturday.  Officer Gene Leifeld was present to tell the Council that a large plastic tote had been nearly filled with prescription drugs and over the counter drugs.  These were taken to Red Wing and disposed of in the proper manner.  Zumbrota had the best turn out in Goodhue County.


Mayor Rich Bauer;

Told the Council he and Hinderaker had meet with the seniors interested in a senior center.  They will be preparing a survey to be put in the Shopper.  The survey can be dropped off at City Hall by May 25th.  They will also be having an informational meeting at Bridget’s Café on May 25th. 


Council Member Tina Hostager;

Asked about the water main problem on West Avenue.  Lohmann told her the settling of a retaining wall had caused a leak.  That issue was resolved but then it was found there was a sewer service connection issue.  This will be fixed next week.
