Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Dale Hinderaker, Sara Durhman and Brad Drenckhahn. ABSENT: Tina Hostager. Others present: City Administrator
The meeting opened with the Pledge of Allegiance.
Motion Durhman, second Drenckhahn to adopt the agenda. Approved 4-0-0.
Motion Hinderaker, second Drenckhahn, to approve the regular meeting minutes of
October 4, 2011. Approved 4-0-0.
Motion Durhman, second Hinderaker, to approve the accounts payable of $39,996.80.
7-A. Social Host Ordinance
Motion Hinderaker, second Durhman, to approve Ordinance 2011-03, an ordinance prohibiting hosting events of gathering where underage persons consume or possess alcohol within the City of
8-A. Water and Sewer Budget Rate Increase
Administrator Jensen briefed the Council on proposed sewer and water rate increases. Although usage rates have increased incrementally revenue is down due to lower water use through conservation. He reminded Council the base rates had been increased in 2011 from $6.22 to $7.00. Jensen stressed rates need to be in place which fund current and future capital equipment both small and large. Council will take this into consideration. No action was taken on this item at present.
Informed the Council the 2012 health insurance rates had come in favorably. He also reported he had attended a water conservation rate seminar and a liquor license seminar.
Public Works Director
Reported the brush pile grinding is being done this week. The grinding of the wood chips is free and the grinding of the leaves for compost is $1,000. He also reported there has been a recall of fire hydrants and about 95 will be fixed. Next week Lohmann anticipates bio-solids will be hauled.
Community Development Director
Told the Council the Highway 58 Subarea Study Citizens’ Advisory Panel met prior to the Council meeting. He also reported there will be a Zumbro Valley meeting on Saturday in West Albany from 1:30 pm- 3:30 pm.
Police Chief Gary Selness;
Was happy to report a Minnesota Public Safety Service Award has been given to Officer Rob Jarrett. He invited the Council to attend the award ceremony.
City Attorney Matt Rockne;
Rockne questioned if the council wanted a summary for publication on the Social Host Ordinance.
