                         CITY OF ZUMBROTA CITY COUNCIL MINUTES

          REGULAR MEETING     September 1, 2005   6:00 P.M.      TOWN HALL

 

Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m.  PRESENT:  Mayor Bauer, Councilmembers Willard Eberhart, Dave Benson, Betty Jo Grothe. Absent Doug Borgschatz.  Others present: City Administrator Neil Jensen, City Accountant Mary Rohe, Community Development Director Angie Bersaw, City Attorney Matt Rockne, Police Chief Gary Selness, Police Officers Gene Leifeld, Bill Matthews, Reporter Sandy Hadler, Jim Wedge, Brian Haugen.

 

The meeting opened with the Pledge of Allegiance.

 

AMENDMENTS/ADOPTION OF AGENDA

 

               Motion Benson, second Grothe, to adopt the agenda as printed.  Carried 4-0-0.

 

MINUTES

                                                                                               

            Motion Eberhart, second Benson, to approve the regular meeting minutes of 8/18/05.  Carried 3‑0‑1 (Grothe).

 

ACCOUNTS PAYABLE

 

Motion Bauer, second Grothe to approve the accounts payable of $253,306.81.  Carried 4‑0‑0.

 

PUBLIC COMMENT:

7-A. Police Department:

 

No Report

 

 

7-B.  Rodgers Softball Park:

 

Mayor Bauer reported that the Park Board approved the quote from Schumacher Excavating for the grading and seeding of the softball fields in the amount of $43,671.62.  Mayor Bauer also reported that Schumachers are already in the process of grading the site.

 

7-C.  Preliminary Budget 2006 Resolution 2005-20:

 

Mayor Bauer asked if there were any questions on the budget and if the council had any concerns.  Councilmember Benson responded that with the gas prices rising there might need to be an increase in fuel.  City Administrator Neil Jensen responded that there might be a need to  shift money into that budgetary item.  After no more discussion:

 

            Motion Grothe, second Benson to approve Resolution 2005-20 Approving Proposed   Levy Collectable in 2006 and Approving the Preliminary Budget of 2006. Carried 4-0-0

 

7-D.  ATV Ordinance:

 

The council discussed the issue of ATVs riding on public streets and all were in agreement to look at preparing an ordinance for ATVs.  Councilmember Benson and Police Chief Selness suggested inserting language on exceptions for traveling with ATVs on official business and special occasions.  Council instructed staff to bring back a draft ordinance for review. 

 

NEW BUSINESS:     

 

8-A.    Covered Bridge Lights:

 

City Administrator Neil Jensen reported to the council about the lights on the Covered Bridge.  The Park Board initially looked into replacing the damaged interior lights.  They received quotes and looked at examples of different lights.  Because the Covered Bridge and Trails are maintained under the General Fund and City Council would need to approve of the installation. 

 

            Motion Grothe, second Benson to approve Mr. Electric to install 22 light fixtures and all            wiring involved for the cost of $5,466.28 plus 1 year maintenance agreement under the       contract. Carried 4-0-0

 

8-B.  Combining Election Precincts:

 

The city will have to conform to “HAVA” new regulations for all elections starting with the Primary Election in 2006.  Goodhue County has received a grant to implement the regulations and is requesting cities and towns to combine precincts if possible.  City Administrator Neil Jensen and City Billing Clerk Cindy Thompson have reviewed the regulations and determined that the city could combine the precincts to save money with the purchasing of the equipment.  Both precincts will be at city hall.

 

            Motion Benson, second Grothe to combine Zumbrota’s two precincts to facilitate the new         voting machine. Carried 4-0-0

 

8-C.  Change Order #1 Jacobson Commercial Park:

 

Bill Anderson of Yaggy / Colby is requesting a change order in the Jacobson Commercial Park for the removal of buried trees and Wood Fiber Blanket at a cost of $9,734.50.

 

            Motion Grothe, second Eberhart to approve Change Order #1 Jacobson Commercial   Park. Carried 4-0-0

 

 

 

8-D.  Miscellaneous Wastewater Treatment Plant Projects:

 

Public Works Director Rick Lohmann requested to install a retaining wall and 20’x30’ cement pad for the tractor to sit on.  City employees will construct the retaining wall and the cement pad will be contracted out to a local cement contractor.

 

            Motion Benson, second Eberhart to approve the two miscellaneous projects at the        Wastewater  Treatment Plant. Carried 4-0-0

 

REPORTS:

City Accountant Mary Rohe:

 

Reported that there were 32 aplicants for the City Accountant position.

 

 

-Mayor Bauer-

Mayor Bauer reported that he attended the Mayors Meeting in Lake City.  Mayors from around the county attended the meeting to discuss various topics.  Mayor Bauer stated it was a productive meeting.

-Councilmember Eberhart-

Councilmember Eberhart stated he will discuss with Public Works Director Rick Lohmann on changing building permits on the installation of water meters.

 

 

Mayor Bauer adjourned the meeting at 6:36 p.m.
