CITY OF ZUMBROTA COUNCIL MEETING MINUTES

MAY 1, 2014

6:00 P.M.    

TOWN HALL

 

Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:00 p.m. PRESENT: Mayor Rich Bauer; Council members Dale Hinderaker, Tina Hostager, Sara Durhman and Brad Drenckhahn. Others present: City Administrator Neil Jensen, Library Director James Hill, Police Chief Gary Selness, Community Development Director Dan King, City Attorney Matt Rockne, Sandy Hadler Joe O’Gorman, Police officers Rob Jarrett and Gary Schroeder, Tara Chapa and Brian Haugen.

 

The meeting opened with the Pledge of Allegiance.

 

AMENDMENTS/ADOPTION OF AGENDA

Motion Drenckhahn, second Durhman to adopt the agenda as submitted: Approved 5-0-0.

 

MINUTES

Motion Hinderaker, second Drenckhahn, to approve the regular City Council meeting minutes of April 17, 2014. Approved 5-0-0.

 

ACCOUNTS PAYABLE

Motion Drenckhahn, second Durhman to approve the accounts payable of $96,506.75.

Approved 5-0-0.

 

PUBLIC COMMENTS

 

Unfinished Business:

7-A. Strategic Plan and Rebranding Zumbrota

There was continued discussion on the process of rebranding Zumbrota. No action will be taken on this item until after the May 12th small business meeting.

 

NEW BUSINESS;

8-A. Police Officer Hire:

Administrator Jensen requested Council consider hiring a police officer. Leaves, vacation, comp time and lack of availability of part-time officers have left the department in a situation which needs to be remedied. Chief Selness also asked Council to approve applying for a COPS grant to get a school resource officer. The grant, if received would defray the cost of hiring another officer. Motion Drenckhahn, second Durhman to set up a committee of Mayor Bauer and Council member Hinderaker to begin hiring a full time officer. Approved 5-0-0.

 

Motion Drenckhahn, second Hostager to direct City staff to begin the application process to receive a grant for a SRO officer. Approved 5-0-0.

 

8-B. Solid Waste Recommendation

This item was tabled at the request of Goodhue County.

 

8-C. Liquor License Approval (Wally’s Covered Bridge)

Motion Hinderaker, second Durhman to approve the liquor license for Wally’s Covered Bridge. Approved 5-0-0.

 

8-D. Retroreflectivity Policy Approval

The federal government has required cities to adopt a retroreflectivity policy to determine when regulatory signs need updating. This policy states the City will replace signs based on an expected sign life. Signs will be given priority over others based on a level called out in the policy under Article 7. The policy also states the City shall complete a sign inventory by 2016 done by the public works department. Motion Hostager, second Durhman to approve the Retroreflectivity Policy. Approved 5-0-0.

 

8-E. 2014-2016 Lawn Mowing contract Amendment

Green Edge Lawn Service was approved for the 2014-2016 lawn mowing contract. Since that time it has been brought to Green Edge’s attention that an additional 100 trees will be planted in the park which will increase the amount of obstacles in the park and time it takes to mow. They are requesting an increase in the contract. Motion Hostager, second Durhman to approve the mowing contract raising the cost of mowing from $715 to $740 per mowing. Approved 5-0-0.

 

8-F. 2014-001 Tree Disease Ordinance

The DNR Tree Grant requires the City to adopt a tree disease ordinance. City Attorney Rockne has drafted the ordinance for the Council to review. The item was tabled for review.

 

8-G. Part-time Street/Park Department Employee Approval

Motion Hinderaker, second Durhman to hire David Meyers and Mark Hinz for the part-time street/park department positions. Approved 5-0-0.

 

8-G. Resolution 2014-07 Establishing a Goodhue County Absentee Ballot Board

Motion Hostager, second Drenckhahn to approve Resolution 2014-07 Establishing a Goodhue County Absentee Ballot Board. Approved 5-0-0.

 

Reports:

City Administrator Neil Jensen:

Jensen reported there had been considerable dumping of items at the brush site. He suggested a better surveillance system be researched. Motion Hinderaker, second Hostager to direct staff to get estimates on surveillance system. Approved 5-0-0.

 

Jensen also gave an update on the City code of ordinances and what items they would see in the future, i.e. social media policy.

 

 

Community Development Director Dan King:

Stated he had attended a trailhead meeting during the week. He also reminded Council there will be an AMIBA meeting on May 12th at 8:15 am. The sprinkler project has been let to bid and will be due at the end of May.

 

Mayor Rich Bauer:

Reported on the Small Cities meeting he had attending. He also spoke about tentative/proposed Goodhue County zoning map changes.

 

Council Member Sara Durhman:

Reminded those present that All In Stitches was having their open house this weekend after being featured in a national magazine.
