OCTOBER 4, 2007, 6:00 P.M.    



Pursuant to due call and notice thereof, Mayor Rich Bauer called the Zumbrota City Council to order at 6:05 p.m.  PRESENT:  Mayor Rich Bauer; Council members: Doug Borgschatz, Bill Eberhart (arrived at 6:45p.m.), Michael Feil, and Betty Jo Grothe. Others present: Public Works Director Rick Lohmann, Community Development Director Dan King, Police Chief Gary Selness, City Attorney Matt Rockne, City Engineer Bill Angerman, Library Director James Hill, Brian Haugen, and Jim Wedge.


The meeting opened with the Pledge of Allegiance.



Motion Doug Borgschatz, second Grothe to adopt the agenda.  Approved 4-0-0.



Motion Grothe, second Feil, to approve the regular meeting minutes of September 20, 2007.  Approved 4-0-0.



Motion Borgschatz, second Grothe to approve the accounts payable of $30,698.40. 

Approved 4-0-0.

8-A.  Step Increase City Administrator Neil Jensen

The Council discussed the job performance of City Administrator Jensen.  They are pleased with his work and recommend he receive a step increase from step 5 to step 6 for the next pay period.  Motion Grothe, second Borgschatz to improve an increase from step 5 to step six for City Administrator Jensen.  Approved 4-0-0.


8-B.  RFP Building Code Administration

The Council discussed options for building code officials.  Last year the fees brought in for the building officials were approximately $60,000.  There are possibilities of staying with the County or hiring an independent building official.  They also discussed when or if it would ever be feasible to have our own building inspector.  There may be options to share with another city if that is an avenue the City would like to pursue.  Motion Feil, second Grothe to send out RFPs for building code administration.  Approved 4-0-0.


8-C.  Approve Audit Engagement Letter 2007

An engagement letter from Scanlon, Neitz and Murch was presented to the Council for the 2007Audit.  The city staff is pleased with the assistance the audit gives them during the year and it was recommended the Council approve Scanlon, Neitz and Murch for the 2007 audit.  Motion Grothe, second Borgschatz to accept the engagement letter from auditors Scanlon, Neitz and Murch for the 2007 audit in the amount of $17,100.  Approved 4-0-0.


8-D.  West Avenue Sanitary Sewer Issue

There have been some concerns on West Avenue with the sanitary sewer services.  Public Works Director Lohmann showed the council the reason for the backups. Mayor Bauer stated that there would be an opportunity to purchase a camera.  Lohmann said the City could purchase a camera for approximately $10,000 or could consider a contract with Mr. Rooter.  Council Member Eberhart was on a fire call and Mayor Bauer had excused himself from discussion because he lives on West Avenue.  The discussion was tabled until Eberhart could weigh in on the discussion. 


8-E.  Icing Sand Bid Approval

Allan Schumacher has submitted the Schumacher quote for icing sand for the 07-08 winter season.  The quote is for $5.90 per yard picked up at the pit, plus tax.  This is the same price as is offered to the Goodhue County Highway Department.  Public Works Director Lohmann requested purchasing 350 yards.  Motion Feil, second Borgschatz to approve the icing sand bid from Schumacher at $5.90 per yard.  Approved 4-0-0.




City Administrator Neil Jensen

Reported there had been some questions raised regarding storm water run off and the fairgrounds.  He will review a quote to replace the culvert and also explore the City’s legal responsibility for this issue in the upcoming weeks.


Public Works Director Rich Lohmann;

Reported the Randy Krause sidewalk bid will be held over until spring 2008 due to the amount of rain we have had and the time of year.


Community Development Director Dan King;

Reported he had been asked to sit on the Goodhue County EDA Board.


City Engineer Bill Angerman;

Gave the Council an update on the business park.  22nd Street and the access road to Water Filters Direct need to be finished.
