What is a Peddler, Solicitor, or Transient Merchant?

Peddler: A person who goes location to location physically selling goods. (i.e., food,
merchandise, etc.) Peddlers seek out customers, and are not stopped or parked waiting
for customers to come to them.

Solicitor: A person who goes location to location soliciting donations (other than for
political campaigns,) or taking “orders” for goods/services that will be delivered on a
later date.

Transient Merchant: A person who temporarily sells and delivers goods while using or
occupying private property, a vacant lot, parking lot, motor vehicle, trailer, structure,
tent or portable shelter.

The following items MUST be completed and accompany the application for the license to be valid:

1. License fee of $100 (pay here)

2. Copy of valid driver’s license or identification card and vehicle information for each individual and vehicle

3. A copy of a valid Goodhue County Transient Merchant License (if applicable)

4. Written statement from property owner giving permission for use (if applicable)


License shall be valid for one calendar year and shall expire on December 31st, consistent with Zumbrota City Code Title XI, §110.18.
